PhilRice calls on LGU to support rice farmers 

The Philippine Rice Research Institute of the Department of Agriculture (DA-PhilRice) appeals for support from the local government units on ensuring rice supply in the country amid Covid-19 pandemic.
“We appeal for local chief executives and their lead agriculturists to allow and facilitate the delivery and distribution of seed provisions from the Rice Competitiveness Enhancement Fund (RCEF)-Seed Program,” Flordeliza H. Bordey, PhilRice deputy executive director, said.
Adhering to the measures prescribed by Inter-Agency Task Force on Emerging Infectious Diseases, Bordey said RCEF-Seed Program had endorsed a protocol earlier this month.
Although mass gatherings during seed distribution are highly discouraged, the adhoc protocol still allows timely distribution to early planters.
Under the protocol, RCEF beneficiaries will claim high-quality inbred seeds in their convenient time at the LGU agriculture offices or designated drop-off points.
Authorized representatives may also claim the seeds for their farmers’ group provided they have the filled-out proof of receipt forms, Registry System for Basic Sectors in Agriculture (RSBSA) stubs, valid IDs, and signed authorization letter.
Implementers and farmer-recipients are also encouraged to use face masks and sanitizers and monitor their body temperature.
In Isulan, Sultan Kuldarat, Ommal H. Abdulkadil, PhilRice Midsayap RCEF Focal Person commended the local government unit in implementing door-to-door seed delivery.
“LGU Isulan acknowledges the urgency of this government service. Despite the province’s enhanced community quarantine status, implementers mobilize their partners and maximize resources to provide farmers with easy access on certified seeds,” Abdulkadil shared.
Under RCEF-Seed Program, distribution started first week of April for early planters in Region 3, 5, 6, 9, and 12. For wet season this year, over 1.2 million farmers will benefit from the 2.5 million bags of certified inbred seeds at 20kg/bag.

EDITORIAL: Napalawig muli ang ECQ

Simula sa Mayo 1, may mga bagong sistema ang ginawa ng pamahalaan sa pagpapatupad ng home quarantine sa bansa. Ang Luzon na napailalim sa Enhanced Community Quarantine (ECQ) ay may mga Rehiyon at lalawigan na naiwan sa pagpapatupad nito. May mga lugar naman sa Luzon, Visayas at Mindanao na isailalim ng tinatawag na General Community Quarantine (GCQ).

 Sa ECQ, ang mga naiwan sa Luzon ay ang CALABARZON na kinabibilangan ng mga lalawigan ng Cavite, Laguna, Batangas, Rizal at Quezon, National Capital Region o Metro Manila, Rehiyon 3 na kinabibilangan ng mga lalawigan ng Bulacan, Pampanga, Zambales at Tarlac, at sa Rehiyon I ang lalawigan ng Pangasinan.

 Ang mga nasa loob o ipasailalim ng ECQ ay matatawag na mga “high-risk areas” na kung saan ang bilang ng positibo sa COVID-19 ay dumarami. Yong mga nasa ilalim naman ng GCQ ay nabibilang sa “moderate-risk” at “low-risk” na mga probinsiya o lugar. Ayon sa Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID), may mga lalawigan na nasa listahan ng ECQ na maaaring mabago tungo sa “Moderate-risk” at “low-risk” na klasipikasyon. MAGANES: Filipinos’ sense of humor surface amid the threat of COVID-19

Filipinos are known to be brave, resilient, industrious and tenacious people in this part of the world. We can rise above all calamities, adversities and problems that befell on us. We could move on easily, not by forgetting the past behind us, but our desire to survive and move again for better lives. vir

 The threat posed by COVID-19 to the whole world does not leave the Filipinos unaffected. We are all affected by the virus since we do not know when it will attack or infect us. There is always that fear, oblivious of what tomorrow can bring. But the fear does not cow most of us. The life among us seems normal except perhaps of the mandatory home quarantine, social distancing, use of face mask, limited mobility,etc. The smiles and laughters are still there. The cracking of jokes among us is still parts of our daily activities. These make our lives and activities lighter in the midst of COVID-19. (more…)

PWD produces PPEs for health frontliners

 ASINGAN- A physical disability is not a hindrance to help and be productive in helping our health frontliners in this time of COVID-19, where lack of Personal Protective Equipments (PPEs) becomes a problem.

This was proven true by Samuel Villoria, Resident of the Federation of Persons with Disabilities (PWDs) in this town where he sewed 80 pieces of PPEs for the use of the town’s health frontliners.

Villoria, who figured out in an accident where he lost his right foot, gave his service free in sewing the PPEs.

“ It’s better to help other people out of love than doing nothing but to rant. The best way is to help,” Villoria said. (more…)

Villasis youth group makes quarantine period educational, productive

 VILLASIS- The Sangguniang Kabataan (SK) of Barangobong village here has found ways to make the two-month long Enhanced Community Quarantine (ECQ) productive and educational not only among the youth but all residents in the village.

At the outset of the ECQ, SK Chair Bernie James Advincula, with the help of the SK kagawads (young legislators), spearheaded a fund raising campaign for health kits to be distributed in the village households consisting of soaps, washable face masks, health tips, etc, which were placed inside recycled paper bags under the project #IwaSKorona Barangay.

“ We were able to distribute more than 800 health kits as our contribution to deter the spread of COVID-19 in our barangay. We were hard up in producing our kits, but thanks to International Pharmaceuticals Inc. (IPI)  and other donors for helping us on our project,” Advincula said.

Advincula extended his thanks to his fellow youth officials composed of SK Kgd. Jephamae Ravida, SK Kgd. Joyce Gamboa, SK Kgd. Merivic Dianne Delfinado, SK Kgd. Melissa del Finado, SK Kgd. Conrado Acosta, Jr., SK Treasurer Mathushiela Manzano, and to other youth volunteers namely, Ms. Mary Joy Salazar, Karen Salazar, Jasper Mabasa, Jessa Gamboa, and Michael Fronda.

He said that in order for the youth in the village to productively manage their boredom, the SK also launched the “Tuklas Kaalaman” through posting of trivia questions associated with the ECQ and COVID-19.

“We allotted prizes to those who correctly answered the trivia questions to encourage them to read about the virus, the ECQ rules and regulations as well as health protocols. Many youth in the villages participated in that activity,” he said.

After the “Tuklas Kaalaman”, funny videos through the TikTok application were also encouraged among the youth dubbed as TikTok Challenge where the winners were declared the TikTokeRisks of the village.

The winners were given prizes: P500.00 for the grand winner (Jayson Bagacay), P300.00  for the 1st runner-up (Dexter John Bambalan), P200.00 for the 2nd runner-up (Aurelio Salazar), P100.00 for the People’s Choice (Kimberly Anne Basconcillo), and P50.00 worth of cellphone load each to seven consolation prize winners.

Through the group’s Facebook account, the Sangguniang Kabataan also helped in posting updates on barangay and municipal activities particularly on relief operations, health tips and ECQ operations.

“ We have a new home quarantine challenge among our youth in the village. We just launched an essay writing contest #MensaHero with the theme, “Mensahe ng Kabataan Para sa Makabagong Bayaning Frontliners”. This should be written in Filipino, which is  composed of 300 to 500 words. It is opened to 12 to 22 years old, either in high school or college,” Advincula said.

He said that they will be accepting entries on April 25 and ends on April 30.

The entries will be judged on the following criteria: Kinalaman sa Tema (Theme Content)- 40%, Pagkakaayos ng Kaisipan (Coherency of Thoughts)- 30%, Istilo at Husay ng Paglalahad (Style and Creativity)- 30%, or a Kabuuan (Total) of 100%.
