Visible changes, reforms in the Pangasinan Provincial Jail

 LINGAYEN- Persons deprived of liberty (PDL) at the Pangasinan Provincial Jail here have found a “ big brother“ who care for them and treat them humanely until their cases will be decided on by the Courts.

 This ”big brother” is Provincial Jail Warden Ferdinand Natividad who hails from Agno town. He is barely four years in his position  from being the Assistant Provincial Jail Warden for several years.

 “ We have to initiate reforms in handling our PDLs specially because  they are not still convicted by our Courts. They should have facilities where they could be comfortable in, especially their living quarters in their dormitories that they can call their homes,” he said in one of the interviews by the Northern Watch on February 28.

 He said the Provincial Jail has to undergo renovations and repairs to make it as like a community where PDLs could move freely and inter-mingle with their peers, breaking the barriers of calling them prisoners or inmates.

 “ When I assumed the warden position, I initiated several innovations inside the jail. The vacant lots that were once used as dumping spaces for garbage were converted into communal vegetable gardens for the PDLs where the produce food. This way they could be productive and have time to learn home gardening that they use when they will be back in their families and communities,” Natividad said.

He said that there are 350 PDLs in the Provincial Jail including 10 women who are housed in two women dormitories that have been constructed by the provincial government.

 “ The women dormitories are like ordinary houses with complete bathrooms, bedrooms and kitchen. The PDLs could cook their own food and perform other activities just like they are in the comfort of their homes. The male dormitories are also renovated for the comfort of the PDLs,” he said.

Natividad also said that the provincial government has approved P14 million for the PDLs’ food allowance for the year 2020, aside from the operating expenses and salaries of the jail management personnel.

“The old building structure which was part of the historic Casa Real will undergo also renovations. It is already a national heritage under the National Historical Commission of the Philippines (NHCP),” he said.

He revealed that the Bureau of Jail Management  and Penology (BJMP) in the past attempted to take over the management of the Provincial Jail.

Natividad said that it was better for the jail to be managed by the provincial government  because of the support it is getting.

“Jail personnel here have undergone several trainings conducted by the Bureau of Corrections. When BJMP proposed to take over the management, it was in their proposal that the existing facilities including the operational expenses will be shouldered by the provincial government. We thanked Governor (Amado) Espino and the Sangguniang Panlalawigan for not giving in to such proposal,” he said. “We could manage our provincial jail.”

He further said that the PDLs are undergoing moral and spiritual recovery programs, which are being conducted by various religious denominations.
