Primicias calls on LGUs, others to build gym in every village

LINGAYEN – Here’s for the School Division Offices (SDO) of the Department of Education (DepEd) in the country.

The visionary head of the 15, 000 strong teachers of DepEd Pangasinan-1 exhorted the local government units (LGU) in the barangays and towns in Pangasinan to contribute money for the construction of a gymnasium in every public school in the barangays.

Iyon ang problema. Iyong mga bata wala sila mapuntahan na paglaruan kasi wala silang bubong kasi limited lang ang classroom. Tapos graduation nila mainit,” newly appointed acting School Division Office Superintendent Sheila Marie Angeles-Primicias, CESO VI, told subordinates and the 22 town mayors and their representatives during her recent State of the Division Address (SODA) held at the DepEd Division Office here.

She was encouraged by her experience as acting City SDO in San Carlos City where, because of her request, 12 barangay chairmen, the mayor, and stakeholders built gymnasium that cost P1 million to P1.5 million each.

“Ibig sabihin noon iyong IRA ng mga barangay makipag tulungan ang mga barangay. So what they will do for the IRA they will build posts, then the mayor will take care of the bubong. Kasi mas ma multiply nga iyong funds for example share ng IRA ng LGU”.

When asked that the yearly Internal Revenue Allotments (IRA) of the village LGU from the national government is limited, Primicias said the gymnasiums can be built by phases through the cooperation of the village and their officials, solicitation from the alumni of the school there, and fundraising.

She told the 22 mayors from Central Pangasinan of this laudable project during her courtesy calls to them when she was appointed as SDO acting superintendent on September 18, 2019.

Primicias, a school principal at age 25, said she told barangay officials to consult the town officials on the specifications of the materials before construction.

Meantime, just like the feat she  did to the City School Division Office in San Carlos by steering it to become the first full certified International Standardization for Organization (ISO) in the Philippines, she minted the SDO here in just 50 days from her target of 60 days.

It was her response to the national government’s Executive Order No. 605 of 2007 directing all government agencies to adopt the ISO standards as part of the implementation of the government-wide quality management program.
