Ombudsman dismisses cases vs. Mangaldan mayor, top cop

 MANGALDAN – The criminal and the administrative cases filed against the mayor and the former chief- of- police (COP) here were dismissed recently by the Ombudsman.

Mangaldan Councilor Jojo Quinto (L), former chair of barangay Poblacion,tearfully told media men  in December 3, 2014 how he and then Council Woman Tonette Morillo, the incumbent Poblacion Barangay chair, were arbitrary arrested by the police. They were jailed after they violated the 60- day preventive suspension imposed on them by Mangaldan Mayor Bona Fe D. Parayno.

 The joint resolution signed last July 14, 2017 by Ombudsman Conchita Carpio-Morales, she approved the recommendation of Alex P. Ramos, graft investigation and prosecution officer II that there was no criminal case of arbitrary detention and administrative cases of grave misconduct and oppression on the complaint of former Poblacion Barangay Chairman Joselito G. Quinto and Barangay Poblacion First Council Woman Melinda P. Morillo.

“The charge for Arbitrary Detention must fail because the detention of complainants was with legal ground. Complainants’ suspension commenced on 16 October 2014 and was supposed to end on 16 December 2014. The termination of the administrative proceedings and the referral of the case to the court did not automatically lift their preventive suspension,” wrote Ramos on January 29, 2016.

 Ramos, whose office was based in Quezon City, also said the administrative complaint against respondents for grave misconduct and oppression must also fail.

“Moreover, respondents are presumed to have regularly performed their duties in the absence of evidence to the contrary. Also, absent of showing that they were actuated by improper motive, their statements are entitled to full faith and credit,” continued by Ramos.

   It can be recalled that on September 17, 2014, the Sangguniang Bayan (SB) of this first class town passed Resolution No. 2014-83 recommending complaints’ preventive suspension based on the administrative complaint filed against them by respondent Parayno. On September 20, 2014 Mayor Parayno issued a Memorandum Order preventively suspending complainants for sixty days beginning in October 16, 2014 to December 16, 2014.

The suspension against the duo was caused by the criminal charges by the mayor of Illegal Exaction after they accepted fees in their issuance of barangay business permits to traders that Parayno said only the office of the mayor could do. (more…)

Sinag to DA: Help backyard hog raisers

 ROSALES-  The Samahang Industriya ng Agrikultura (Sinag) asked the Department of Agriculture (DA) to help local backyard hog raisers by providing gilts (young, female swine) to them.

Sinag chair Rosendo O. So said providing the hog raisers with gilts would improve the breed of hogs in the country.

He said the backyard hog raising has dwindled for years due to the unabated smuggling and importation of pork that affected local production.

The hog industry in the country is composed of 30 percent commercial hog raisers and 70 percent backyard hog raisers.

“Unless the government will intervene to help local hog raisers and improve the hog breeds, the local hog industry will die. We don’t have the capacity to import the 70 percent produced by the backyard hog producers,” So said. (more…)

MAGANES: The continuing war on illegal drugs


It’s a bloody war and the Philippine National Police (PNP) did it again with fashion. Last July 30 at pre – dawn, the police operatives of Ozamiz City (Misamis Occidental in Mindanao) together with the Criminal Investigation and Detection Group (CIDG) conducted a raid in the house of the Parojinogs.

 It was a simultaneous raid and the police operatives were armed with search warrants. After the raid, 15 persons were killed including Ozamiz City Mayor Reynaldo Parojinog and his wife Susan. Vice Mayor Nova Princess Parojinog-Echavez and her brother Councilor Reynaldo Parojinog Jr. were nabbed and brought to Camp Crame for inquest proceedings.

 After that bloody raid, many speculations came out. Many were saying that the incident was an “over kill” without observing the rules on engagement. Some observers were saying too that the Parojinogs’ camp did not engaged in gunfight as what the police operatives said. Ozamiz City Chief of Police Jovie Espenido, however, was firmed on his stand that their operations were legitimate and they followed police protocols in conducting the raid.

 The Parojinogs were part of the narco-politicians identified by President Rodrigo Duterte. They were under surveillance for many months and did not heed the call of the President for them to surrender and clear their names. They have been allegedly involved in drug trading with hordes of armed men who were believed to have been their goons. The worst part was that the village officials in the 44 villages were also under their protection. (more…)

EDITORIAL:Libreng tuition sa 2018 sa mga SUCs

Tapos na ang agam-agam ng mga estudyante at mga mamamayan tungkol sa libreng kolehiyo sa mga state universities and colleges (SUCs). Tinuldokan ni Pangulong Rodrigo Duterte ang mga agam-agam na ito ng nilagdaan niya noong Agosto 3 ang Republic Act No. 10931 o ang “Universal Access to Quality Tertiary Education Act.” Ito ay matapos na gustong hadlangan ng kanyang mga “economic managers” na naglayon na i-“veto” ito nga Pangulo.

 Nanaig ang kagustuhan ni Pangulong Duterte na mabigyan ng magandang bukas ang mga kabataan sa pamamagitan ng libreng kolehiyo. Dito makikita ang katapatan ng Pangulo na isulong ang mga nakakabuti sa karamihang Filipino lalo na sa larangan ng edukasyon. Ayon kay Kalihim Benjamin Diokno ng Department of Budget and Management (DBM), ang pagpapatupad ng batas na ito ay nangangailangan ng P100 bilyon. Subalit, ayon naman sa mga kongresista at akademya, mga P12 bilyon lang ang akmang “budget” o pondo dito.

Ang paglalayon sa nasabing batas ay magsisimula sa pasukan sa 2018. May kabuuang 112 SUCs ang makikinabang dito. Ang katanungan ng maraming mamamayan, sakop ba nito yong mga may kaya sa buhay at sa mga SUCs nag-aaral ang mga anak? Hindi ba dapat na sila ay magbayad upang matulungan ang pamahalaan? Subalit hindi namimili ang batas. Ito ay angkop sa lahat ng antas ng buhay ng mga Filipino. (more…)
