MASO: Paano nahati ang Davao noong Panahon ni Marcos?

PNOY HAHARAP SA KORTE. Nag-order na si Ombudsman Conchita Carpio Morales sa filing ng criminal charges laban kay former President Benigno Simeon Aquino III para panagutan niya and the Mamasapano tragedy.
Ayon sa Resolution na approved noon July 14, ang charges kay PNoy ay Usurpation of Authority (Article 177 of the Revised Penal Code) at violation of Section 3(a) of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019). 
Dawit sa kaso sina former Philippine National Police (PNP) Director General Alan Purisima at Director Getulio Napeñas ng Special Action Force (SAF).
Ang Mamasapano tragedy ay naganap noong midnight ng 24 January 2015, kung saan nasa 400 highly-trained commandos ng elite na SAF, ay naglunsad ng Oplan Exodus.
Ang Oplan Exodus ay para mai-serve ang standing warrants of arrest laban sa internationally-wanted terrorists na sina Zulkifli Bin Hir alias Marwan at Ahmad Akmad Uson sa Mamasapano, Maguindanao.
Sa bakbakang nangyari ay 44 SAF troopers ang namatay.

 Ayun sa habla, ang criminal negligence ni PNoy ay ayon sa mga sumusunod na facts: (1) participation and assistance in the planning of Oplan Exodus with gross and inexcusable negligence; (2) approving the operation with full knowledge that it was flawed.
Kasama din sa basehan ng kaso ang: (3) for allowing suspended PNP Chief Purisima not only to participate in the planning, but also in the running of said operation and proving information and intelligence, thereby giving pseudo-legal power to a suspended official; at (4) breach in the established norms inherent in a chain of command.
IMPOSIBLENG HINDI ALAM NI PNOY NA SUSPENDED SI CHIEF PNP… “there is no gainsaying that President Aquino was fully aware that the Office of the Ombudsman had placed Purisima under preventive suspension at that time [for the anomalous Werfest deal].”
MAJOR, MAJOR ANG PAPEL NI CHIEF PNP SA OPLAN EXODUS…Despite this, SMS exchanges between President Aquino and Purisima showed that the suspended police chief played a major role in the botched operation.
TEXT NG TEXT HABANG ISINASAGAWA ANG OPLAN EXODUS… “The fact remains that, at the time, particularly before and during the actual implementation of Oplan Exodus, Purisima was under preventive suspension, and that Purisima, despite being under preventive suspension, indeed played an active role in Oplan Exodus, as shown by all the record of SMS exchanges and findings in the Senate Committee Report on the Mamasapano incident, to the point that he was exercising a degree of authority and discretion over Napeñas and consequently, over the operation,” reads the Consolidated Resolution.
 SUSPENDED KA KAYA BAWAL KANG GUMANAP NG OFFICIAL FUNCTIONS… “certainly a public officer who is under preventive suspension in barred from performing any public functions and from meddling into the affairs of the government.   In other words, Purisima would not have been placed in such a position of continuing to conduct himself, in relation to Oplan Exodus, in a manner  as if he was not under preventive suspension at that time, from his position as PNP chief, were it not for the complicity and influence of President Aquino.”

KINUNSINTE NI PNOY ANG AKSYON NI CHIEF PNP…For the offense under Section 3(a) of R.A. No. 3019, all the foregoing circumstances establish probable cause that, with the complicity and influence of President Aquino, the order of preventive suspension issued by the Ombudsman was violated. 
 Under Section 3(a) of R.A. No. 3019, it shall be unlawful for any public officer to persuade, induce or influence another public officer to perform an act constituting a violation of rules and regulations duly promulgated by competent authority or an offense in connection with the official duties of the latter, or allowing himself to be persuaded, induced, or influenced to commit such violation or offense.  
Meantime, under Article 177, Usurpation of Authority is committed by any person who shall knowingly and falsely represent himself to be an officer, agent or representative of any department or agency of the Philippine Government, or who, under pretense of official position, shall perform any act pertaining to any person in authority or public officer of the Philippine Government, or any agency thereof, without being lawfully entitled to do so.

Ikinuwento ni Mayor Rody kung paano nahati ang Davao Province matapos mamatay ang tatay niyang governor.
You know my father was governor for the longest time in Davao.
There are now so many local government units. You have Davao del Sur, del Norte, Oriental, Occidental, then you have the ComVal Valley, and Davao City.
It used to be one big territory.
The last governor of the undivided Davao was my father.
When he died, pinaghati-hati nila.
And the government, Mr. Marcos went to a gerrymandering.
So the north was given to the Bol-anons and to Floirendo;
 Oriental was given to Rabat.
Ito namang sa Del Sur was given to Cojuangco and Almendras.
And Davao City remained in the control of Mayor Lopez kasi brod niya si Mr. Marcos sa fraternity.
So ganon ang nangyari.
But sinasabi ko lang na I am not new to the trappings of power and I grew up with power.
SENADORA CYNTHIA VILLAR KONTRA GARLIC CARTEL. Ngasagawa ng public hearing sa Senado tungkol sa produksyon ng garlic at sa pag-alagwa ng presyo ng garlic.
“BPI should be protecting Filipino farmers not the garlic cartel. Dapat ang kapakanan ng mga magsasaka ang isulong,” sabi ni Senadora Cynthia.
Hindi po Bank of Philippine Islands ang tinutukoy ni Senadora Cynthia… Bureau of Plant Industry po.
Ang garlic cartel daw po ang may control ng production, importation at pricing ng garlic.
Sabi ni Mr Jarius Bondoc sa Column niya na inamin ni Sec Manny Piñol na mayroong garlic cartel. Share ko po sa inyo ang sinulat ni Mr Bondoc sa Philippine Star.
There’s a garlic cartel, Agriculture Sec. Manny Piñol avers. His proof: 43 traders were permitted to import 70,000 tons in the first half of 2017, but brought in only 19,000, then retailing it at P200 per kilo from the usual P140. Senate agriculture committee head Cynthia Villar too is sure there’s a cartel. A quick look at Piñol’s roster of 43 showed the same manipulators she investigated in 2014.
In fact the Office of Fair Competition in 2013 had exposed and the NBI in 2015 indicted the cartelists, their gofers, and bureaucrat-protectors – all 125 of them. That was why then-Bureau of Plant Industry director Clarito Baron, and right-hand men Merle Bautista-Palacpac and Luben Quijano Marasigan were sacked. Then-agriculture boss Proceso Alcala, also the ruling Liberal Party treasurer, was too close to then-President Noynoy Aquino to be yanked out. But five crucial DA agencies were removed from him and transferred to a Malacañang adviser. That and Alcala’s overpriced rice imports in 2013 and 2014 led to the LP’s defeat in the 2016 presidential-congressional- local elections.

The garlic anomaly of 2013-2015 was much reported in the media. It appeared from the Competition Office’s probe that Alcala had created the cartel through his National Garlic Action Team. Consisting of eight spurious farmers’ cooperatives, the NGAT purportedly advised him, Barron, et al who may import garlic and what quantity. Four of the eight were fronts of one Lilia alias “Leah” Cruz, who came to control 75 percent of the trade. Investigators concluded that the cartel caused an artificial garlic shortage in order to jack up the price from P80 to P320 per kilo. Cruz was said to have made P120 million in 12 months in 2013-2014.
From Senator Villar’s present inquiry, it appears that “Leah” is still very influential at the BPI. Many of the agency’s 43 importers today are her drivers, clerks, and housemaids registered in her same address – very much like pork barrel plunder indictee Janet Lim Napoles’ use of her employees as fronts.
