MASO: Talking peace while fighting is not good

“CASER ang pinakamahalaga na agenda sa usapin ng peace talks. Hindi lamang with the National Democratic Front but also with government because we are talking about reforms. When we talk about reforms, we’re trying to reform government…we are trying to come up with reforms on policy issues, on program issues, on specific project to implement that specific policy,” –Hernani Braganza, Government Peace Panel.
 
“CASER is the one immediately in the agenda because we have to address the stomach issues first,” – Alan Jazmines, NDF Peace Panel consultant.
 
Nagsasagawa ng regional consultations ang mga involved sa peace process sa pagitan ng Government of the Philippines at CPP-NPA-NDF. Naidaos ang isang consultation sa Cordillera region.
 
Kailangan ng ceasefire. bilateral ceasefire as much as possible. Mahirap mag-usap kung nagpuputukan. Fighting while talking!
 
“We will also focus on the joint ceasefire since forging a bilateral ceasefire is considered to be of parallel importance to provide an enabling environment for reforms to take place,” sabi ni Bok Nani.
 
“A ceasefire can provide a more conducive environment so that both Parties can talk freely and openly with minimal distractions. It also provides a breathing space especially in the conflict-affected areas. Ito ay may kinalaman sa delivery of support services and basic social services. Kung may ceasefire o may tigil putukan, local government, representatives of national agencies can freely move around. But more importantly, the civilians in the conflict areas can also conduct livelihood activities, businesses unhampered,”paliwanag ni Bok Nani.
 
Nabalitaan natin kailan lang na naglunsad ng dalawang opensiba ang NPA dito sa Luzon.
 
Mismong si Jaime “Ka Diego” Padilla, Spokesperson ng NPA-Southern Tagalog (Melito Glor Command) sa pamamagitan ng press statement ang umamin sa mga opensiba.

 
“Binabati ng Melito Glor Command-New People’s Army Southern Tagalog ang mga yunit ng NPA sa ilalim ng Cesar Batrallo Command sa lalawigan ng Laguna sa isinagawa nilang pitong matutunog na taktikal na opensiba noong May 14 at Mayo 17, 2017 sa mga bayan ng Majayjay at Luisiana kapwa sa lalawigan ng Laguna at bayan ng Lukban, lalawigan ng Quezon. Nagresulta ang mga taktikal na opensibang ito sa pagkapinsala ng 28 pwersa ng AFP-PNP, pagkasunog ng dalawang sasakyan ng RPSB, isang makinarya ng Global Heavy Equipment Inc. at pagkawasak ng dalawang 6×6 truck ng 80th IB-PA at 202nd Brigade sa ilalim ng 2nd IDPA.
 
“Ang mga taktikal na opensiba ng NPA ay ganting aksyon rin sa walang habas na paglulunsad ng operasyong militar ng mga pwersa ng AFP-PNP-CAFGU sa balangkas ng DSSP-Kapayapaan laban sa mamamayan, mga yunit ng NPA at iba pang pwersang rebolusyonaryo. Hinahamon namin ang gubyernong Duterte na ibasura ang DSSP-Kapayapaan na instrumento ng mga imperyalista at naghaharing-uri laban sa mamamayan at kalikasan,” ayon sa statement.
 
Si Bok Nani ang supervising peace panel member sa usapan sa Comprehensive Agreement on Social and Economic Reforms (CASER) and joint ceasefire agreement.
 
Ang CASER ay pag-uusapan sa fifth round ng formal peace negotiation sa NDF sa The Netherlands mula 27 May up to 1 June 2017.
 
Kung magkakasundo ang dalawang panel, dahil wala pang bilateral ceasefire agreement, ang isang enhanced Regional Peace and Order Council (RPOC) mechanism muna ang gagamiting mekanismo.
 
 “Hindi pwede na ‘yung national government will decide on issues on buffer zones and area of temporary state without direct consultations with local government, without the participation of the local government. We have chosen the RPOC as the mechanism because this is where all the agencies of government can meet… it can also be a measure where local government can be empowered including security forces to address the most immediate and basic needs of the people especially in the conflict-affected areas,” sabi ni Bok Nani.
 
Ang isa sa isinusulong sa CASER sa peace process ay ang makumpleto ang land reform.
 
Bilang former Agrarian reform secretary, meron man o walang peace talks ay dapat makumpleto na ang land reform dahil ito say nasa konstitusyon sa ngalan ng social justice.
 
“With or without the peace talks we have to complete land reform. In our constitution, it’s there, social justice,” sabi ni Bok Nani.
 
Mahaba ang proseso ng agrarian reform, ang pamamahagi ng lupa. maraming papeles. maraming batas. Hindi pa tapos.
 
“Sad to say, on the issue of land distribution which is the core of agrarian reform, may mga balanse na ipamimigay pa na lupa,”dagdag ni Bok Nani.
 
Hindi pa makakaahon sa kahirapan ang magsasaka sa pamamagitan lang ng pamimigay ng lupa. Batid ni Bok Nani na marami pang sangkap na ihahalo sa pamimigay ng lupa para matupad ang agrarian reform.
 
“We have to modernize agriculture. We have to improve the cost in terms of producing our agricultural products. We must be able to add value to our agricultural products,” sabi ni Bok Nani.
 
Sabi naman ni Sec Bebot Bello na hindi nagtataposa sa pirmahan ng peace agreement ang proseso ng pagkamit ng kapayapaan sa Pilipinas.
 
Kailangan pa rin masagot ang ugat ng kahirapan.
 
“Peace in our country will not be obtained by the signing of a final peace agreement. Kahit na sampung libong peace agreement ang pipirmahan natin, hangga’t nandiyan iyong dahilan kung bakit tayo nag-aaway, tuloy pa rin ang kaguluhan,” sabi ni Bello.
 
“Ang one of the causes, for example, is extreme poverty. And that will be addressed on the issue of socio-economic reforms, when we talk about genuine land reform; when we talk about social justice; when we talk about national industrialization, maa-address iyong isyu of poverty,” dagdag ni Bello.
 
ISANG DOSENANG MILITAR. Kung matutuloy ang appointment ni Gen. Danny Lim bilang MMDA chairman ay magiging labindalawa na ang appointed ni Mayor Rody Duterte sa Gobyerno.
 
Ang labing isang na-appoint na sa iba’t ibang posisyon ay sina: National Security Adviser Hermogenes Esperon; Office of the President Undersecretary Emmanuel Bautista; National Irrigation chief Ricardo Visaya; Defense Secretary Delfin Lorenzana; Philippine Charity Sweepstakes Office General Manager Alexander Balutan.
 
Appointed din ni Mayor Rody mula sa hanay ng militar sina: National Food Authority administrator Jason Aquino; National Disaster Risk Reduction and Management Council executive director Ricardo Jalad; Bureau of Customs Commissioner Nicanor Faeldon; Environment Secretary Roy Cimatu; Land Transportation Office chief Edgar Galvante; Incoming Interior and Local Governments Secretary at incumbent Armed Forces of the Philippines chief Eduardo Año.
 
Anong nangyari kay Francis Tolentino na former chairman ng MMDA noong panahon ni PNoy? Saan siya mapupunta?
 
AMERIKA WILL COLLAPSE. Iyan ang sabi ni Mayor Rody sa isang speech sa harap ng mga mga taga-Davao.
 
“Ang problema sa Amerika minsan hindi ang President, it’s the State Department, which is really multi-colored. Saksakan sila dyan. That’s why America will really collapse one of these days, maybe in 50 to 100 years, because of its multi-racial thing. Kanya-kanyang insert ng values eh,” sabi ni Mayor Rody.
 
Sawa na daw si Mayor Rody sa double talk ng Amerika.
 
“P****g i***g America na ‘to, one time insultuhin ka, another time (it’s different). Bakit ganoon na lang ang dadaaan mo? It’s double talk — different motives, different entities. But it’s double talk,” sabi ni Mayor Rody.
