HLURB approves Dagupan’s CLUP, zoning ordinance

DAGUPAN CITY – The Housing and Land Use Regulatory Board finally released on May 3 a Certificate of Approval of the city’s Comprehensive Land Use Plan (CLUP) and Zoning Ordinance covering the period 2015-2025 as provided for in Resolution No. 945 series 2017.
Mayor Belen T. Fernandez personally received the Certificate of Approval along with retired City Planning Officer Engineer Romeo Rosario, City Administrator Farah Marie G. Decano, City Engineer Virginia Rosario, City Legal Officer Vicky Cabrera, Professor Nick Melecio, Civil Society Chairman lawyer Liberato “Ope” Reyna Jr. and former City Legal Officer George Mejia at the HLURB office in Quezon City.
“Congratulations to the people of Dagupan. We are looking forward to a bigger and better Dagupan. Thank you, too to our councilors Maybelyn DC Fernandez, Jeslito “Jigs” Seen, Jose Netu Tamayo, Alvin Coquia, Marvin Fabia, Lino Fernandez, and former councilors Dr. Jess Canto and Karlos Liberato Reyna IV,” said Mayor Fernandez.
She said with the CLUP and zoning ordinance finally approved, the city faces another remarkable milestone in the city’s history under her watch.
The new CLUP and Zoning Ordinance will be the dominant bases for the future use of the city’s land resources.
Dagupan waited for 38 long years before updating its old CLUP enacted through Ordinance No. 957, series of 1978 while other cities in Region 1 already updated their respective CLUPs, the mayor said.
In 2003, there was an attempt to revise the 1978 zoning ordinance but it failed to get the approval of the national HLURB.
The proposed CLUP highlights the optimum use of the finite land and water resources of the city through the proposed development projects of the city in the next 10 years, as well as its newly identified growth areas like Lucao-Pantal tourism growth center, Poblacion growth center, Caranglaan-Tebeng growth center, and the Bonuan growth center.
The growth centers shall become the focus of more intensive policy interventions and investments to serve initially as the focus of decentralized services.
It is also the intent of the CLUP to institutionalize the organizational structure of the City Disaster Risk Reduction and Management Office to address disaster risk reduction concerns and to ensure continuity of effective preparedness activities especially on rescue and response operations.
Among the interventions proposed under the CLUP for flooding is road elevation, rehabilitation of creeks and waterways, construction of floodgates along waterways outlet and dredging and the possibility of constructing a by-pass channel towards Calmay and Pantal, among others.  
With the new CLUP in place, Dagupan shall continue to remain as the premier city of Pangasinan and Region 1 and will further strengthen its position and economic vibrancy by adopting a new spatial strategy that seeks to enable the other barangays to catch up with the traditional urban area in terms of level of development. The insensitivity of Senator Tito Sotto

Lately, Senator Vicente “Tito” Sotto III drew flak from the netizens all over the social media due to his irresponsible remarks about solo parents. During the hearing on the appointment of Judy Taguiwalo as Secretary of the Department of Social Welfare and Development (DSWD), Sotto asked her why she had two children when her civil status is “single”. He then said, ” In street language, ikaw ay na-ano.” His statement drew laughters from the crowd inside the hall, but not to the netizens who were glued to their television sets awaiting the confirmation of Taguiwalo.
Sotto, before he became a senator starred in comedy films with his brother Vic and Joey De Leon. He’s a comedian whose punchlines were “bentang-benta sa masa.” But, he’s a senator. As such, he’s not in his noontime show “Eat Bulaga” where his comedic antics  elicit laughters from the audience. He was in an august body that is composed of elected ” honorables” who are supposed to talk and act decently with proper decorum. Sotto apparently could not separate himself from being a comedian, putting him in hot water.
 Being a solo parent is not a laughing matter. Solo parents if they have their ways would not like to be in that situation especially the hardships of raising children by themselves. They’re victims of circumstances and of not having solid foundation on relationships with their partners. I have many friends who are solo parents. I admired them for their show of love and care to their children. I’ve seen them working hard to send their children to school and of providing them with their needs. They don’t deserve to be laughingstocks. They need at least compassion and understanding. Solo parents are heroes in the eyes of their children, and from us could we not look at them that way too?
 While there were senate hearings that I admired Senator Sotto because of his principles, this time I was dismayed over his remarks about solo parents. Although he said that in ” street language”, his statement was uncalled for. He should have respect for Taguiwalo who worked hard for her position and in raising her children as good citizens in the country. Besides, her being a solo parent has nothing to do with her work as DSWD Secretary.

EDITORIAL: Paano na ang ating kalikasan?

Maraming mga Filipino ang nadismaya sa naging pasya ng Commission on Appointment (CA) sa pagbasura ng paghirang kay Gina Lopez bilang kalihim ng Department of Environment and Natural Resources (DENR). Tatlong pandinig ang isinagawa ng CA na wala din palang katuturan ang mga isiniwalat ni Lopez tungkol sa mga gawain ng ” mining industries” sa bansa. Walang nagawa si Senador Manny Pacquiao bilang pinuno ng CA-Committee on Environment and Natural Resources na ilaban si Lopez sa kanyang mga kasamahan sa nasabing komite.
 Bakit nga ba ibinasura ang pagtalaga kay Lopez bilang kalihim ng DENR?
 Sa siyam na buwan na nakaupo siya sa DENR, pinaimbistigahan ni Lopez ang mga negosyong pagmimina sa bansa. Dito nakita niya ang pagbalahura sa kalikasan. Nasira ang mga taniman ng mga magsasaka at nadamay pati mga “watersheds” na pinagkukunan ng malinis na tubig. Dahil dito, pinasuspendi ni Lopez ang mahigit sampung mga negosyo sa pagmimina na ikinagalit ng mga nagmamay-ari sa mga ito. Hindi inalintana ni Lopez ang maging hakbang ng mga ito. Sila ay tumutol sa pagtalaga kay Lopez at sumama sila sa pandinig ng CA.
Pinili ni Pangulong Duterte si Lopez bilang kalihim ng DENR dahil nakakitaan niya ito ng tunay na pagmamalasakit sa kalikasan. Bago pa ihinirang bilang kalihim, si Lopez ay nanguna na sa paglinis ng Pasig River na ang kaanyuan ngayon ay taliwas sa dati- maruming tubig, tapunan ng mga basura at maraming “water lily”. Talagang ang “passion” ni Lopez ay mapanatiling maganda ang kalikasan at maging responsable ang mga negosyanteng nagmimina.

Pangasinan farmers receive farm equipment from DA, prov’l govt

STA. BARBARA – Farmers associations from 35 towns of Pangasinan received farm mechanization equipment from the Department of Agriculture and the provincial government here to help boost their farm produce.
Gov. Amado Espino III and Vice -Governor Jose Ferdinand Calimlim, Jr. led the distribution and turnover of  177 shallow tube wells  and four tractors to the farmers’ groups on Wednesday at the Provincial Agriculture Training Center, this town. 
Espino urged the farmer-beneficiaries to give utmost care to the equipment given to them as these would aid them in their work and livelihood.
“Anuman ang matanggap niyong tulong mula sa gobyerno ay alagaan niniyo. Alagaan din ang inyong sarili  dahil pag malusog ang katawan, maganda ang kita, masaya ang pamilya at barangay. Masaya din ang buong probinsiya,” Espino told the farmers groups.
Calimlim, on the other hand, lauded the farmers’ groups whom he branded as “caretakers of the farm lands.”
“Deserving kayo na makatanggap ng mga biyayang ganito upang lalo ninyong mapangalagaan ang inyong sektor at mga lupang sakahan sa ating probinsiya,” Calimlim said.
Dalisay Moya, officer-in-charge of the Office of the Provincial Agriculturist, said Pangasinan is agriculture-based and its primary product is palay thus the need to boost this sector.
“The farm implements that were given to farmers ay kailangan para mapabilis and trabaho sa bukid, maparami ang ani at mabawasan ang gastos ng ating mga magsasaka,” Moya said. 
The farm tractors, she said, cost one million pesos each, funded by the Philippine Rural Development Program (PRDP) of DA. The provincial government shouldered the 20 percent counterpart amounting to P200,000 for each of the four tractors.
Bernie Dispo of the Makabagong Magsasaka Irrigators Association, one of the association-beneficiaries, thanked the government for the farm facilities saying these would surely be of great help to them to improve their harvest  and production. (VHS/PIA-1, Pangasinan)

Bangusan Street Party is biggest party in the north

DAGUPAN CITY – A multitude estimated at close to 800,000 swarmed the Bangusan Street Party on April 30 as the 2017 Bangus Festival draws to a close this year.

This was confirmed by Dagupan City Police Station chief of police P/Supt. Franklin Ortiz.

Approximately 20,000 pieces of Dagupan bangus were grilled with almost a thousand grills used in cooking the tastiest milkfish along the De Venecia Highway.

Fernandez along with 2017 Bangus Festival Executive Chairman Epee Rafanan led the ceremonial lighting of the grills.
Department of Interior and Local Government Region 1 Director James F. Fadrilan and Department of Tourism Region 1 Director Martin Valera also graced the street party.

EIght stages were set up along the 3.5 kilometers stretch of the Bangusan  Street Party where people were able to watch their favorite performers like the Itchyworms, Rocksteddy, Silent Sanctuary, Up Dharma Down, Spongecola, Sud, Jensen and the Flips, Lunar Lights, Brisom, Giniling Festival and Maude, among others.

GMA’s Kapuso artists like Glaiza de Castro, Roco Nacino, Rochelle Pangilinan, Carlo Gonzales, Phytos Ramirez, and Arra San Agustin wowed their fans in their Kapuso Night at the Kapuso stage.    

Rafanan disclosed that given the number of people who participated in the street party, the Bangusan Street Party is still one of the biggest street parties in the country today.

As executive chairman of the 2017 Bangus Festival, Rafanan gave every member of the committee a pat in the back for a great 2017 Bangus Festival.

“It may not be perfect, but given all the challenges we had, we did an awesome job together with all our support groups,” he said as he also expressed his gratitude to Mayor Belen for giving him the chance to lead this year’s celebration of the Bangus Festival.

Complainant has right to sue Duterte in ICC –Poe

SAN CARLOS CITY – Senator Grace Poe said it was the right of the complainant to sue President Rodrigo Duterte at the International Criminal Court (ICC) in The Hague.
“It is the right of those who believe in the ICC  and for the respondent to answer the charges against him,” Poe stressed.

Duterte was charged by lawyer Jude Josue Sabio at the ICC for crime against humanity after thousands of Filipinos were murdered in the illegal drug war launched by the President after he assumed office last year. Major witnesses against the president are self-confessed Davao Death Squad’s hit man Edgar Matobato and retired police sergeant Arthur Lascañas.
Sabio, in his 77-page complaint, accused Duterte for the murder of 9,400 people who were mostly poor young men, bystanders, children, and political opponents.
Poe, rival of Duterte in the last presidential election, welcomed the filing against the president to the international court so it can be publicly proven if there is basis for the charges against him.
“Kung merong basehan e di matutuloy. Kung walang basehan kahit sino naman puweding pumunta diyan. Basta ang importante sa ating bansa ang mapanatili natin ang rule of law at ang sistema ng maayos at para sa hustisya (If there is basis so be it. If it is baseless well anybody can file a case there,” she said.

REQUISITE VOTE OF THE COMMISSION provides that, “The Commission shall rule on all nominations or appointments brought before it by a majority vote of all its members. Only members present shall be entitled to vote. The ex officio Chairman shall not vote except to break a tie. All other matters shall be decided by a majority vote of the members present constituting a quorum.”
