This was how a tearful Helen Sabalo of Candon City described the livelihood assistance from the DOLE’s Negosyo sa Kariton.
“Matagal ko na pong pangarap na magkaroon ng kahit bisikleta para maging mas maginhawa ang aking pagtitinda,” Helen said, adding that she uses “labba” or a woven bamboo basket to carry her merchandise.
With the vending cart from the DOLE-RO I, the fifty-year-old mother of three can now sell with better mobility and ease. This pleasant change will redound to an additional P200 to her current average daily income of P300, she quickly computed.
On March 23, Regional Director Nathaniel V. Lacambra turned over P510 thousand worth of vending carts to Mayor Ericson G. Singson, M.D. for 34 ambulant vendors-among them was Helen-to make the beneficiaries’ small businesses more viable.  The vending carts come with working capital for the procurement of marketable goods.
Director Lacambra, who touted the assistance as “women empowerment” as 33 of the recipients are women, assured the local government of continued partnership in programs that improve the lives of people.
“Manage your projects well so you can gain greater profits and improve your family’s conditions,” he told the beneficiaries.
The LGU provided P232,581.25 for the procurement of tools; training on production, entrepreneurship and management, and business permits. 
Also present during the awarding activity were DOLE-Ilocos Sur Field Office Head Emmanuel Hagad, PESO Manager Judy Wong-Liao, Candon City Local Government Operations Officer Andres Mendiola, Senior Labor and Employment Officer Charity Ubilas, LEO III Fredderick Gaerlan and other LGU employees.
