Sueno says Duterte would revive war on drugs

BINALONAN – Interior and Local Government Ismael Sueno said President Duterte is expected to resume the  war against drugs after the police organization would have been cleansed of scalawags, and would target the drug lords.
“Eventually ibabalik din ng Presidente (anti-drugs war)  basta malinisan lang ang hanay ng police natin. Ibabalik din yan, (at) ang target are the drug lords,” Sueno told reporters on Monday  in this agricultural town.
He joined Mayor Ramon Guico III in  inaugurating this town’s refurbished sports and civic center, during which his mother Maria Neri Des, was given an Ulirang Ina award by the town officials.
Meantime, he said instead of Oplan Tokhang, the war against illegal drugs would focus on a non-violent approach to solving the drug problem in the country  – the use of “stickers” to identify houses where no one uses drugs.
The peace and order councils from the barangays to the regional levels would take an active part in the campaign, still with the support of the police, but there would be no arrest to be made, he said.
The plan is for the barangay peace and order council (POC), backed by the police, to go around the barangays and put stickers on houses where there are no illegal drug users or pushers.
He explained, “For example, in one purok there are 20 houses and 15 of these do no have drug personalities. The POC will put a ‘drug-free home’ sticker there. The POCAs for the five houses, the POC and the neighbors would convince the (owners) of the remaining five houses to qualify for the drug-free home sticker, until all the houses will have stickers and the purok would be drug free.”
“The campaign would continue until the entire barangay will be drug-free, and the entire town, and the province, and the region would be free of illegal drugs,” he said.
He said if a purok has no more user, the drug pushers will eventually leave.
The barangay chairmen and the barangay councils would have to actively participate in the campaign to combat illegal drugs because if drugs use in the barangays continues, “we would suspend them for neglect of duty and the suspension would be permanent.”
Sueno said the scalawag policemen should shape up to they would be assigned in Basilan.
I know some of those who are being sent to Basilan will not go because they are afraid to go there. But it is better if they won’t go because we will just declare them AWOL (absent without leave),” he said.
After 30 days of being AWOL, the policemen would be dropped from the rolls, he said.
He said there would be recruitment of more policemen because of dismissals of the scalawags in the ranks. YOLANDA SOTELO
