Asingan’s police building’s 2nd floor opened

ASINGAN- Considered as the largest police station of the Philippine National Police (PNP) in Pangasinan, the second floor of the building was blessed and opened last October 21 here.
Mayor Heidee Ganigan- Chua and Police Senior Supt. Ronald Oliver Lee, OIC Provincial Director of Pangasinan Provincial Police Office (PPPO), led the cutting of the ceremonial ribbon cutting.
They were assisted by Vice Mayor Carlos Lopez Jr. and  Police Chief Inspector Junmar Gonzales, OIC-Chief of Police of this town.
The blessing rite was officiated by Father Franklin Tandingan of St. St. Louis Bertrand Parish Church  while the invocation was led by Rev. Arnel Bautista.
In her message, Mayor Chua expressed her gratitude the PNP leadership for the expansion of the police office, which she said will provide the police personnel of the town convenient work spaces.
“We are deeply grateful to the assistance of the PNP national and provincial leadership for this building expansion. Rest assured that the municipal government will always be of assistance to the police force of the town,” Chua said.

SP pushes for strict implementation of ambulance use policy

LINGAYEN– The Sangguniang Panlalawigan here urged all private hospitals and local government units (LGU) operating ambulances to strictly implement the national policy on ambulance use and services of the Department of Health (DOH).
Board Member Jeremy Agerico Rosario, author of the resolution, said relevant to the recent road accidents involving ambulances in Pangasinan, the Sangguniang Panlalawigan strongly urges all medical care providers to strictly implement the existing administrative order of DOH regarding the National Policy on Ambulance Use and Services issued on January 7, 2010.
“We need to re-echo this national order to avoid future accidents involving ambulance from which the drivers are not fully aware and informed about the proper ambulance use as well as trainings that they must underwent before driving an ambulance,” he said.
Said DOH administrative order provides guidance to all hospitals, health facilities, and all other agencies whether government or private, providing ambulance services, on the proper design equipping, staffing and utilization of ambulance services to protect and save the lives of patients and to enable them to properly perform their corresponding duties.
Rosario added that one of the foremost concerns of the provincial government of Pangasinan is the proper implementation of policies in order to achieve an effective delivery services to all Pangasinenses. (PIA-1, Pangasinan)

 DTI confers Bagwis seal to 129 establishments

DAGUPAN CITY  – Some 129 business establishments in Pangasinan were recently conferred with theBagwis Seal of Excellence awards by the Department of  Trade and Industry as a recognition of their commitment to provide good products and services to consumers.
Regional Director Florante Leal of DTI said the activity aims to recognize business people  who follow the rules and regulations of fair trade and at the same time promote the welfare of the consuming public.
“May mga criteria na sinusunod ang DTI at kapag Bagwis awardee ka, ibig sabihin, ikaw ay isang negosyante na dumaan sa isang masusing pagsusuri  na hindi ka nandadaya at ang mga kagamitan mo ay maayos at wala kang nilalabag na batas tungkol sa pagnenegosyo ng maayos,” Leal said during the provincial awarding ceremony in Mangaldan town.
Leal said there are many businessmen who are abusive but there are still many who do not  only think about what they can put in their pockets and coffers but also think about the welfare of the consumers.
He said DTI’s mandate is two-pronged. One is to help the businessmen earn better and the second is to look after the welfare of the consumers. The Bagwis awards multiply the people who help DTI ensure the mandate, he said.
This year alone, there are more than 700 awardees in the region placing Region I in the top three regions in the country with the most number of awardees, Leal said.
In Pangasinan, nine establishments were conferred with the Gold Bagwis Award. These are:  Pandayan Bookshop branches in Malasiqui, Alaminos City and Bayambang; New Dagupan Metro Gas Corporation;  National Bookstore branches at the Robinsons Place and CSI City Mall; Mhel Bhen Motors Corporation; and the two branches of Sanford Marketing Corporation- SaveMore
Silver Bagwis awardees accounts to 14 establishments which include: Excite Automobile-Mazda Dagupan; Smartsaver Trading Corporation, CJ Fernandez Enterprises-Lucao; Lucky Star Lumber Hardware and General Merchandise; Rafanan’s Trading; Haim Cars Corp.- Calasiao; Traders Autocenter- KIA Pangasinan; Home Ideas Superstore-Alaminos; and the Puregold  Price Club branches in Alaminos City, Calasiao, Bonuan, Mayombo, Mangatarem, Villasis and Bayambang.
There are at least 104 bronze medalists for this year’s Bagwis awards.
Bronze awardee John Untalan, Sr. of the Untalan Machine works said “Malaking bagay ang Bagwis Award dahil maipapakita namin na tapat ang serbisyo namin sa publiko at ginagawan ng paraan na makapagserbisyo ng maayos.” (VHS/PIA-Pangasinan)

CSC to state workers: ‘Act for the environment now’

LINGAYEN -The Civil Service Commission (CSC) urged state workers and the public to take action and manifest their concern for the environment before it is too late.
“When will we start giving our own little way in preserving the environment? It should be now, not tomorrow,” Director Flordeliza Bugtong of CSC-Lingayen field office told civil servants who participated in the mangrove planting activity held recently at Barangay Malimpuec here.
The greening event was spearheaded by the CSC in partnership with the Department of Environment and Natural Resources (DENR) to mark the culmination of the monthlong celebration of the 116th Philippine Civil Service anniversary in September.
Some 2,500 mangrove propagules or bakawan were planted by officials and employees of various national government agencies, local water districts, local government units and members of the academe to fortify the watershed in the area.
For the part of DENR, Leduina Co, provincial environment and natural resources officer, said she was grateful to all state employees who attended and spent their time to plant mangroves that would help sustain the environment.
Yong ginawa ninyo ay isang pagmamalasakit at pag-aalay para sa ating kalikasan at sa bayan,” Co said as she encouraged people to plant in their respective homes as their share to preserve the environment that will later have a positive ripple effect.
To ensure that the mangroves are grown and not just planted, a covenant was signed by all the participants committing themselves to visit the mangrove site to help in monitoring the trees’ survival rate. (PIA-1, Pangasinan)

Dagupan’s ex-dad hits Council for ‘abuse of authority’

DAGUPAN CITY- “That was misconduct and abuse of authority.”
This was declared  by a former councilor here after minority members of the Sangguniang Panlungsod (SP) surreptitiously inserted in the agenda a franchise for an electronic gambling.
The assailed councilors and author of Resolution Number R. 5396 (Operation of Peryahan by Global Tech) were Luis Samson, Jr., Nicanor Aquino, and Guillermo Vallejos while Minority Leader Redford Mejia presided over the October 10 regular session.
 Vice Mayor Brian Lim was the acting mayor here after Mayor Belen Fernandez was in official business in the United States.
The councilor, who asked for anonymity, explained that it would be illegal for the minority lawmakers to use the certification of SP Secretary Ryan Ravanzo that there was a quorum because Councilors Jose Netu Tamayo, Alvin Coquia, Dennis Canto, and Marvin Fabia were in an official travel in the United States.

Si House Speaker Pantaleon Alvarez ay tumaas ang rating mula 24% papuntang 41%.
US Ambassador Philip Goldberg na wala daw proposal ang US na makipag-divorce sa Pilipinas…ibig sabihin ba na kasal ang Pilipinas sa US?
Kailan sila ikinasal. Anong klaseng kasal ang nangyari? Ikinasal ba ang Pilipinas sa US na sapilitan?
“From our point of view, we’re not suing for divorce,” sabi ni Goldberg.
“I think we need more clarification about what the President said while he was in China. Quite frankly, I don’t know what he means by a separation,” dagdag ni Goldberg.
Bilang ambassador to the Philippines, dapat alam na ni Goldberg ang personality ni PDuterte. Dapat alam na niya kung totoo o stir lang ang sabi ni PDuterte about separation.
“I announce my separation from the United States,” sabi ni PDuterte sa harap ng mga nagpapalakpakang hundreds of Chinese businessmen.
Ang bagong world order ay kinabibilangan ng BRICS… at doon nakiki-align ang Pilipinas sa pamumuno ni PDuterte.
Ang BRICS ay ang mga bansang Brazil, Russia, India, China at South America.
Worldwide and presence at sphere of authority ng mga nasabing bansa. Sila ang nagtatayo ng bagong world order na hindi kasali ang US. Ang BRICS ay mga bansang hindi umaasa sa US.
“I’ve realigned myself in your ideological flow and maybe I will also go to Russia to talk to [President Vladimir] Putin and tell him that there are three of us against the world: China, Philippines and Russia. It’s the only way,” dagdag pa ni PDuterte.
Tapos na ang cold war. Ang war na binasagan na laban ng Communist countries kontra Capitalist countries.
Sabi ng isang kaibigan natin na hindi giyera ng Communism kontra Capitalism ang realignment na isinusulong ni PDuterte.
Sabi din ng kaibigan natin na marami sa atin ang nabansot ang kaisipan na ang mundo ay nahahati sa pagitan ng Communism at Capitalism.
Marami din sa atin ang sarado ang isip sa kaunlaran sa China. Hindi nila matangap na umunlad na ang China at ito ngayon ang pinakamalaking creditor nation sa buong mundo.
Opo, ang China ang may pinakamalaking pautang sa iba’t ibang bansa katulad ng US.
Sabi nga ni UP Administrator Michael Tan na sana ay palawakin ng lahat ang pagtinging sa iba’t-ibang bansa katulad ng China.
Hindi por que China ay bad na.

Bakit mas pinag-aaralan ng China ang mga bansang katulad ng Pilipinas?

Ipinaliwanag ni PDuterte ang kanyang sinabi sa China na hindi naitindihan ng US nang siya ay bumalik sa Pilipinas.
Ang diplomatic relations ay hindi mo basta basta pinuputol. Ang US nga ay may diplomatic relations sa China at Russia eh.
“You know, you have to take my words in the context of what I’ve been saying all along. It is not a severance of ties,” sabi ni PDuterte.
“When you say severance of ties, you cut the diplomatic relations. I cannot do that. Why? It’s to the best interest of my country that we maintain that relationship,” Duterte said.
Ayaw ni PDuterte na maging sunod-sunuran ang Pilipinas sa dikta ng US.
“In the past, and until I became president, we always follow what the United States would give the cue. Pasunod-sunod tayo. E hindi ako sumunod,”sabi ni PDuterte.

NO TRUST SA US. Walang trust sa US si Manila mayor Joseph Erap Estrada.
Hinala ni former president Erap na may kinalaman ang US sa kanyang ouster.
At tinatangka na ng US na i-oust si PDuterte.
Sinabi ni former president Erap Estrada na may kamay ang US sa pagpapatalsik sa kanya dahil sa pinatinding laban kontra MILF na hinahadlangan ng US.
“‘Yun ang pangamba ko, sa ‘kin nga ginawa, e. “‘Yung laban ko nu’n sa MILF, pinakialaman ako, pinatitigil ako,” sabi ni PEstrada na ngayon ay nasa second term na bilang mayor ng Manila.
“When they suddenly removed me, pinabayaan nila MILF, kaya ‘yun, nagtuluy-tuloy pa rin sa pambobomba,”dagdag ni mayor Erap.
 Feel na feel na ni mayor Erap na may ouster move against PDuterte dahil naranasan niya ma-oust ng US.
Nararamdaman ko ngayon ‘yung nararamdaman ni President Duterte,” sabi ni mayor Erap.
Huwag naman daw sanang makialam sa internal affairs ng Pilipinas ang US.
“We are a sovereign country. We have our own Constitution,” sabi ni mayor Erap.
May bansang katulad ng US na tumutulong kuno sa Pilipinas…pero may kondisyon. Ibig sabihin pekeng tulong.
“Walang tutulong sa Pilipino, kundi kapwa Pilipino,” pagdidiin ni mayor Erap.
PUTIN IS MY FAVORITE HERO. Hahaha! Mahirap maisahan si PDuterte ng mga international correspondents.
Meron isang correspondent ang CNN na tinanong si PDuterte kung kanino siya magiging komportable…kay Trump o kay Clinton? Malapit na ang election ng presidente ng US.
“I would like to answer your question candidly, honestly, and truthfully. Problem is – personally, of course, it doesn’t matter much – but I am a president of a country and we have these splendid relations with America…I cannot gamble an answer,” sagot ni PDuterte
 “Either way it would affect…we might create a hostility here, antagonism here. So, I’m better off in saying that my favorite hero is Putin,” wais na dagdag ni PDuterte

SUBSTANDARD PROJECT. The Department of Public Works & Highway closed a portion of the Sinocalan Bridge because of this crack in the middle of the bridge. The multi-million pesos bridge was just opened to the public a year ago. The substandard work allegedly done by Northern Builders based in Tarlac City showed a very thin cement pavement that exposes the iron grills.

De Venecia respects Speaker’s decision not to suspend Espino, Villafuerte

MANGALDAN – Pangasinan fourth district Rep. Christopher de Venecia respected the decision of House of Representatives’ Speaker Pantaleon Alvarez not to heed the order of the Sandiganbayan to suspend Representatives Amado T. Espino and Luis Raymund Villafuerte.
 Espino represented the Fifth District of Pangasinan while Villafuerte is the congressman of Camarines Sur.
De Venecia, known as Toff, implored the understanding of the public that the House of Representatives just like its equal but separate counterpart the Supreme Court has its own rules on how to deal with its members who were ordered suspended by the Sandiganbayan, a government anti-graft court.
 “Kasi the same thing with Chief Justice (Maria Lourdes) Sereno who called for the autonomy from the other branches of government. She has the power to discipline her people. The same also for the legislative branch so ang pinag-aaralan namin ni Speaker Alvarez lahat ng possible action that he can take”.
Congressmen Espino and Villafuerte were meted by the Sandigabayan with 90 days preventive suspension after the former was accused of graft in connection with the alleged illegal black sand mining activity in Lingayen Gulf during his term as the governor of Pangasinan while the latter was charged with his alleged anomalous P20-million fuel purchase he supposedly made as governor of Camarines.
Villafuerte questioned the anti-graft body for suspending him because he could no longer intimidate witnesses or tamper with evidence by his continued stay in office since he was no longer governor but a solon at the Batasang Pambansa in Quezon City.
Espino said the suspension deprived him with his inherent right to attend sessions or meetings, but also leaves his constituents with no representation in Congress, especially the charges were filed when he was a governor of Pangasinan, one of the excerpts of his motion to the court.
