Provincial board commends outstanding police officer

LINGAYEN – The Sangguniang Panlalawigan of Pangasinan has passed a resolution on a Pangasinense who was an  awardee of the 2016 Metrobank Foundation Search for the Country’s Outstanding Police Officers in Service (COPS).manongdo-poster

Inspector Ryan Manongdo, the only awardee who hails from Northern Luzon, was conferred with a gold medallion, a trophy and cash prize amounting to P500, 000 from the Metrobank Foundation Inc. (MDFI), Philippine Savings Bank (PSBank) and Rotary Club of New Manila East (RCNME).
The resolution, authored by Board Member Rosary Gracia Tababa, is in view of Manongdo’s sacrifice, dedication, diligence and wholehearted exemplary performance of bringing the Philippine National Police (PNP) closer to the community.
“It is but proper and just for the Sangguniang Panlalawigan to confer a distinct recognition of his sincerity and greatness in the law enforcement profession,” said Tababa adding that Manongdo is unquestionably the pride and treasure of province and is worthy of emulation among all Pangasinenses.
The COPS, which honors the best policemen in the Philippines since 2002, is an award that hinges the principle of honoring and recognizing the excellent men and women of the police force in their fight against crime and lawlessness that are vital and relevant to the peace and order situation of the country.
Manongdo, who lives a simple life in his locality in Calasiao town, is the child of Pablo and Irene Manongdo who worked as jeepney driver and carinderia owner.
He was dubbed as “modern day hero” in 2009 when he risked his own life in saving other people in San Jacinto town during the onslaught of Typhoon “Pepeng.”
In 2014, he placed as second among the 88 senior police officials in the country who took the Police Executive Service Eligibility (PESE) examination administered by the National Police Commission (Napolcom).
Before he assumed his office in Asingan Municipal Police Station, where he is presently assigned as police chief, Manongdo launched several projects in Pozorrubio Municipal Police Station that became his passes to be awarded as PNP’s Junior Police Commissioned Officer in Police Community Relation and Most Outstanding Municipal Police Station for Police Community Relation on August 22.
Among the several community projects that Manongdo initiated in Pozorrubio town are as follows: Project Bando, Pulis Nino, Random Act of Kindness (RAKs), Sanib Pwersa, Rubio Cop, Papa Bear and Project Selfie.
Concurrently, Manongdo is also one of Region 1 Honor Award Program nominees for the 2016 Lingkod Bayan Award Category of the Civil Service Commission (CSC).
Likewise, Pozorrubio Municipal Police Station, where he was previously assigned as chief of police, has also received P40,000 worth of office equipment for the feat Manongdo has achieved.
The copy of the resolution will be given to Manongdo in the regular flag-raising ceremony of the provincial government on September 26 in Capitol Plaza in this town. (PIA-1, Pangasinan)

DOLE-1 holds series of consultations on ‘endo’

DAGUPAN CITY – The Department of Labor and Employment-Regional Office I convened some 92 representatives from companies in Central Pangasinan in this city on September 21, 2016, for a consultation on contracting and sub-contracting. 
 The participants were familiarized on regulations on contractualization, namely, Department Orders 18-A, 162 and 150 and Labor Advisory 10.
Department Orders 18-A, 162 and 150 sets the rules implementing articles 106 to 109 of the Labor Code, as amended; the rules suspending the registration of new applicants as contractors or subcontractors under D.O. 18-A and the revised guidelines governing the employment and working conditions of security guards and other private security personnel in the private security industry, respectively. Labor Advisory 10 is the prohibition against labor-only contracting.
Participants were from 43 principals and 20 contractors in security and manpower services, malls, manufacturing, fastfood and general services.
One of a series, the consultation is part of the DOLE-RO I’s Regional Action Plan to carry out the thrust of the new administration to eliminate “endo” and labor-only contracting which are both illegitimate forms of contracting.
“We urge our partners in ensuring compliance with labor laws and eliminating the prohibited practice of labor-only contracting.  Let our workers enjoy security of tenure and other benefits that are due them because if they are protected, they will be more productive,” Regional Director Henry John S. Jalbuena said.
He encouraged the contractors to voluntarily regularize their workers and to submit report to the DOLE- Regional Office.
Another consultation is scheduled for La Union on October 4, while preparations for the rest of Pangasinan, Ilocos Norte and Ilocos Sur are underway.

Communicators to get updates on irrigation system

URDANETA CITY  – Communicators in Pangasinan are set to get a fresh update on irrigation management as the National Irrigation Administration (NIA) holds its 3rd quarter assembly of  its Communication Advocacy Network (CAN) on Friday.
Engr. John Celeste, regional irrigation manager, said the CAN was established in April this year primarily  to inform the transacting public and the media of significant information and updates in irrigation management
Two interesting topics will be tackled in the conference. These are  the status of the Agno River Irrigation System Extension Project (ARISEP)  and the comprehensive implementation of the Alternate Wetting and Drying (AWD) technology.
“The conference will explain the relevance of the ARISEP in the agricultural community of the sixth District of Pangasinan while the AWD  technology would explain how rice production would increase throughout some areas in the fourth District of the province,” Celeste told the Philippine Information Agency (PIA).
Celeste said the ARISEP has a total service area of 12, 894 hectares and would benefit some 10,557 farmers. The project started in July 2015 and is expected to be completed by December 2017.
Additional lectures on participatory Demo Farm, cropping calendar and pattern of planting will also be presented.  A Memorandum of Agreement signing between NIA and the Irrigators Association   Federation  plus the turnover-of AWD farm inputs, will complete the event.
The National  Irrigation Administration, with its regional office located in Urdaneta City, is a government –owned and controlled corporation primarily responsible for irrigation development and management. ORTIGOZA: Dagupan City’s $8.2M grant: Example of good rapport with U.S.

A good relationship of the Philippines with the international community can be gleaned from Dagupan City’s experience.
After City Mayor Belen Fernandez spoke at world ocean forum in 2015, the Procter & Gamble (P&G) through the intercessions of the U.S. State Department, International Ocean Conservancy, Asian Development Bank and United Nations pledged to give $8.2 million (Php 401 million) for this year to the premier city in Region-1 for its waste-to-worth project.
The project is a modern solid waste facility, the first in Asia, to be established after the closure of its 50-year-old dumpsite in compliance with Republic Act. No. 9003, or the “Ecological Solid Waste Management Act of 2000.
The project, whose main purpose is to get rid of plastic and other debris in the sea of this city, will convert garbage collected daily from homes, markets, schools and factories into diesel fuel for jeepneys and motor boats as well as biogas to be used for cooking in homes and also lighting for them.
I heard the total package of the military and economic aid Washington gave to the Filipinos run up to P82 million.
In case our country’s leadership chooses to break diplomatic ties with the U.S and other first world countries like those in the European Union, the $8.2 million from P&G and those in the military and economic aid would no longer be available.
The experience of Iran, North Korea, and Cuba could be an example where the White House exerted pressure for private entities like P&G to stop giving assistance to countries Washington had broken ties with.
Here’s the breakdown from U.S Department of States that was analogous how U.S. military aid are divided when say the measly $66 million 2016 military assistance would be completed at the end of this year.

Mayor Simplicio Rosario recalled the days when he advised his new chiefs of police since 2004 that he wanted them to prioritize in their crime operations narcotic peddlers.
“Ang sinasabi ko lahat ng bago maski na umupo ako noon pang 2004 – 2007 na ang aking pakiusap ko sa inyo concentrate more on drugs,” he stressed.
