Dagupan asks LTO to extend deputation of POSO enforcers

DAGUPAN CITY – A draft resolution proposed in the Sangguniang Panlungsod (SP) on Monday by Councilor Alvin T. Coquia, chairman of the Committee on Transportation and Public Utilities, seeks to request the Land Transportation Office (LTO), through Teofilo E. Guadiz III, LTO Region 1 Director, to extend deputation orders to traffic enforcers of the Public Order and Safety Office (POSO) so that traffic enforcement in the city can be improved.
Coquia said that if the LTO would authorize the deputation of POSO personnel in carrying out the provisions of Republic Act No. 4136, otherwise known as the Land Transportation and Traffic Code of the Philippines, the application of heavier LTO fines and penalties will be imposed to traffic violators to discourage traffic violations.
This will curb the occurrence of frequent violations by erring motorists, some if not many of them openly show disrespect to traffic laws who were often observed to take the penalties imposed by City Ordinance No. 1748-2002 very lightly, Coquia said.

“For many years of being in the frontline of traffic law enforcement, the POSO’s role as traffic enforcers had been questioned despite the legal mandate of the division to implement the traffic code and ordinances of the city. But with the deputation of our POSO personnel, they could now impose higher LTO fines and penalties and issue corresponding citation tickets,” said Coquia.
 
Per the draft resolution, the POSO personnel also stand to benefit from their deputation as they will be familiarized by the basic policies on traffic management, arrests and issuance of temporary operators permit (TOP), violation of franchises, and instructions on the strict limitations of the deputation, among others.
