Town dad ‘refuses’ to undergo mandatory drug testing

MANGALDAN- A street lawyer turned councilor of this town refused to undergo a mandatory drug testing during the regular session of the Sangguniang Bayan last July 11.
Municipal Mayor Bona De Vera Parayno has called the assistance of the police force here to conduct surprise drug testing among elected officials and employees of the town.
Councilors Emmanuel Joseph Cera  and  Jojo Quinto did not submit himself for drug testing, invoking their “human rights”.
” Mine was an act of defiance against authorities who are bent on trifling with our freedom,” Cera posted on his Facebook account.
He said it was the lawyer in him that made him question the authorities interferece with his physical body.
” The government has no right to to force us for drug testing and no reason at all to invade the privacy of persons,” Cera said.

Because of his action, Cera drew flak from the netizens of the town posting negative comments on why he did not heed to the order of Mayor Parayno.
” Hindi ko inakala ang viciousness ng mga nag-react at naghusga sa aking decision. Hindi ako nag-da drugs at hindi ako nanghuhusga sa mga non-violent drug offenders,” he said.
To end all the negative reactions against him, Cera went to the Region I Medical Center (R1MC) in Dagupan City last July 12 and submitted himself to drug testing.
He said the tests yielded negative results for methamphetamine hydrochloride or “shabu” and tetrahydrocannabinol, an element from cannabis sativa or “marijuana”.
” Kung di mo pa naranasan na dinampot ka na walang arrest warrant, tinaniman ng bala o droga at ninakaw ang cellphone mo at pera sa wallet mo, madali kang manghusga. Madali kang mag condemn. Nag level up na nga ang kuwento kasi pinagpapatay na ang mga drug pushers at users. Nag-uumpisa yan sa mga inosenteng drug test na mandatory daw. Di ako papayag na gagawin yan sa atin. Hanggang public servant niyo ako at hinalal, ipaglalaban ko kayo. Huwag kayong matakot.Tutulongan ko kayo,” he said as advice to the townspeople here.
