CORTEZ: Wala ka bang kaibigan? Wala ka bang kalaban?

“I have no friends to serve, I have no enemies to harm,” sabi ni Presidente Rodrigo Duterte noong kanyang inaugural address nitong June 30,2016 sa Malacañan Palace.
 
Kung akala niyo na noon niya lang sinabi iyon ay nagkakamali kayo. Ang sinasabing norm of conduct ni PDuterte ay naging laman nang kanyang opening statement sa Senate hearing on Agricultural Smuggling noong February 3, 2014.
 
Whenever a request for my assistance is made by someone who I believe is motivated solely by the desire to advance the interests of the government and the people, never will I say no. For I consider it my duty and obligation as a government employee, to cooperate and work closely with the agencies of government within the limits of my capacity and authority and do what the situation calls for, conscious of the fact that at the end of the day, I and I alone, am responsible for the consequences of my deed.
 
Someone once said, “I have no friends to serve, I have no enemies to harm.” That has always been my norm of conduct in my more than 20 years of public service and I intend to keep it that way.
 
Kanya kanyang interpretasyon ang bawat isa kung ano ang ibig sabihin ni PDuterte sa linyang I have no friends to serve, I have no enemies to harm.
 
FIRST ORDER. Ang Order Number One ni PDuterte naman ay summarized sa isang linya ng kanyang opening statement sa Senado rin.
 
The trouble with us in government is that we talk too much, act too slow, and do too little. 
 
Nagbitaw si PDuterte ng order sa lahat ng cabinet secretaries na pabilisin ang serbisyo sa tao. Ayaw niya ng pila.
 
Ang isang halimbawa ay bakit daw six months lang ang validity ng birth certificate mula sa NSO?
 
Hindi naman pabago-bago ang birthday ng isang tao.
 
Iyong drivers license ay mas mahaba na rin daw ang validity.
 
Pero itong si Senator Drilon, nag-file na ng divorce bill. Ibig sabihin may expiration na ang marriage contract. Hahaha.
 
TEN CANNOTS. Kung may Ten Commandments meron naman Ten Cannots.
 
Sinabi ni ni PDuterte na kumukuha siya ng inspirasyon sa sinabi ng American  President Abraham Lincoln na, “You cannot strengthen the weak by weakening the strong. You cannot help the poor by discouraging the rich. You cannot help the wage earner by pulling down the wage payer. You cannot further brotherhood by inciting class hatred among men.” 
 
Ang nasabing quote mula kay Lincoln ay naunang isinulat ng isang an American Presbyterian minister na si William J.H. Boetcker noong 1916 na ang title ay ‘Ten Cannots.”
 
Actually may karugtong pa ang mga ‘cannot’ na binanggit ni Lincoln at PDuterte, narito po ang laman ng Ten Cannots.
 
1.      You cannot bring about prosperity by discouraging thrift.
2.      You cannot strengthen the weak by weakening the strong.
3.      You cannot help little men by tearing down big men.
4.      You cannot lift the wage earner by pulling down the wage payer.
5.      You cannot help the poor by destroying the rich.
6.      You cannot establish sound security on borrowed money.
7.      You cannot further the brotherhood of man by inciting class hatred.
8.      You cannot keep out of trouble by spending more than you earn.
9.      You cannot build character and courage by destroying men’s initiative and independence.

10.   And you cannot help men permanently by doing for them what they can and should do for themselves.
 
O di ba mas may kahulugan ang lahat kung lahat ng sampung ‘you cannot’ ay kasama?
 
PEACE PROCESS. Mismong sa AFP change of command sinabi ni PDuterte na pangunahing gawain ng president para sa bansa ay ang magkaroon ng kapayapaan.
 
Itutuloy ang peace process sa National Democratic Front, itutuloy ang peace process sa Moro National Liberation Front para makamit ang kapayapaan.
 
“It is not a war to be fought forever. We cannot fight forever. We might have the weapons, the armaments, and the bullets, mortars…… My job is to bring peace but hand in hand I must also bring order in my country.”
 
Hindi naman puedeng puro na lang giyera as giyera forever!
 
Kung ikaw ay dating NPA or sundalo na nakaranas ng encounter, gusto mong matapos agad ang pangyayari.
 
Ang isang engagement or encounter, halimbawa sa pagitan ng NPA at Philippine Army ay nagtatagal lang ng hindi lalampas sa 72 hours. Lalo na kung walang reinforcement.
 
Nakita rin natin iyan sa Mamasapano. Ang labanan ay hindi rin lumampas sa 72 hours.
 
Kahit na ang MNLF na grupo ni Nur Misuari ay kakausapin din. Ang MNLF ang sumakop sa ilang barangay sa Zamboanga City noong panahon ni PNoy.
 
Marami ang namatay. Marami ang nasugatan. Marami ang hindi pa nakaka-move on sa Zamboanga siege.
 
“Next week, we are to talk and eventually I think I’ll have to travel to Jolo to talk to Nur [Misuari]. I’m willing to give them safe conduct passes, only the leaders. At baka matsambahan ko na magkaroon tayo ng mapayapa (I might be lucky to achieve the peace). And if that happens really, I can retire happy and I can look back and say that I did my duty in nation building.”
 
SMUGGLING 2014-2015. Grabe ang increase sa smuggling ng onions/sibuyas, garlic/bawang at carrots ayon sa  validated data ng SINAG o Samahang Industriya ng Agrikultura mula 2014 hanggang 2015.
 
Halagang P3.7B ang nawalang kita ng gobyerno dahil sa grabeng pagtaas ng volume ng smuggled na na sibuyas, bawang at carrots kung ikukumpara ang datos ng 2014 at 2015.
 
Ang datos ng SINAG ay comparison ng figures ng United Nations Commodity Trade Statistics Database (UN Comtrade) at ng gobyerno.
 
Ayon sa UN ComTrade, ang China, India, The Netherlands, United States at Hong Kong ay nag-export sa Pilipinas ng of 49.3 million kilos ng sibuyas. Pero,31 milyon kilos lang ng sibuyas ang pumasok sa bansa ayon sa gobyerno.
 
Sabi ni Sinag chairman Rosendo So na yung diperensyang 18.3 milyon kilos ng sibuyas ay maaaring iligal na pumasok sa bansa.
 
Ayon din sa UN ComTrade, ang  China ay nag-export sa Pilipinas ng 138 milyon kilos ng bawang  in 2015, pero ang sabi ng gobyerno ay 23.6 million kilos lang ang pumasok sa bansa.
 
Maaaring may 114.4 milyon kilos ng bawang ang nakalusot diretso sa palengke na hindi nagbayad ng taripa.
 
Ayon pa rin sa UN Com Trade, 1.4 milyon kilos ng carrots ang in-export ng China, The Netherlands at Singapore sa bansa. Pero, 429 milyon kilos lang ang nasa tala ng gobyerno.
 
Grabe na ang smuggling. Malaki ang nawawalang kita ng gobyerno dahil sa smuggling. Malaki ang idinudulot na pinsala ng smuggling sa mga magsasaka. Bakit SINAG lang ang nagsasalita?
