ORTIGOZA: Why Dagupenos should envy Iloilo City

“Iloilo City has left Dagupan City by countless miles in progress,” I told last week my elementary classmate as I sipped my latte at Starbucks in Manduriao, Iloilo City by pointing the overlooking world class ten lanes complete with gardens and bicycle lanes  Benigno Aquino Avenue or commonly called the Diversion Road.
Just like the pipe-dream in Dagupan, three growth centers have been carved-out in Iloilo that became a linchpin for her economic mega growth that experts compared her now to Cebu and Manila.
“Iloilo had done these economic leaps for the past several years while the anti-progress vice mayor and councilors in Dagupan procrastinate since 2014 to approve the revised Comprehensive Land Use Plan (CLUP) (the old CLUP was created, susmariosep, in 1978),” I told Mayor Belen Fernandez and Councilors Netu Tamayo, Jigs Seen, Alvin Coquiao, and Marcelino Fernandez, the last two kept nodding their heads in agreement, in a press conference called by the Mayor last Wednesday after the CLUP was approved by the City Council.
Its approval however was tainted by acrimonious debate, disparaging accusation,  and  adjournment by Vice Mayor Brian Lim and his three councilors’ allies.
I told them that Iloilo has new triangular economic hubs in Kapideco (Ayala Project) Estates, SM Properties, and the Megaworld Iloilo Business Park.
These billions of pesos investments draw thousands of Ilonggos as call center agents and other workers in the malls, townhouses, restaurants, hotels other companies there.
The call centers, according to Wikipidea, source-out their employees from the countless universities and colleges there.
Workers in Dagupan City and the huge almost three million populated Pangasinan province have to find jobs in the congested Imperial Manila because leaders in Pangasinan, except Mayor Fernandez, could not decide how to provide employment for them.
I told the mayor that to enlighten our officials and people in the city about our being a “pariah” is to send somebody to Iloilo City to document and video it and show to her family owned widely subscribe cable TV the chutzpah made by leaders there for us to follow if not envy it. (more…)

BIR Ilocos has new acting regional director

CALASIAO – The Region-1 office of the Bureau of Internal Revenue here has another acting director after its director who barely warmed her seat left.
According to a source who asked not to be named, Officer-in-Charge Assistant Regional Director Antonio Jonathan G. Jaminola of the Cordillera Administrative Region was plucked here while Region 1 Assistant Regional Director Ed Pagulayan replaced Jaminola.
“We have a new director again. There was RTAO (revenue travel assignment order) last week. The assistant of Baguio became the acting director while Attorney Pagulayan was assigned in Baguio,” the source cited.
Pagulayan had been the acting regional director here for a year until OIC Marina C. de Guzman assumed her post a month ago.
It was not divulged why de Guzman left her post and where she was assigned as of press time.
The regional office supervises six revenue district offices in Region-1 and has a tax target for this year of P12 billion.
Meanwhile, the Bureau Internal Revenue that supervised Central Pangasinan increased its collection by 21.58 percent from January to May this year.
According to Assistant Revenue District Office chief Trina Villamil  of Revenue District Office-4 (RDO-4), her office collected P1, 399,410, 258.11 compared to the same period last year where it collected almost P1. 151billion.
The year- on- year collection was gathered from the two cities and nine towns’ District.
RDO-4 is headed by Fely Simon and has a tax goal of P4.38 billion for this year.

3 ‘Colonels”’eyed as top cop of Dagupan

SAN FERNANDO CITY – Three police superintendents are being eyed to replace the present chief of police of Dagupan City.
According to a high ranking police source, who asked for anonymity, Superintendents Jeffrey Fanged, Roland Sacyat, and Jackie Candelario are the primary candidates to be the police chief of the premier city in Region 1.
 The rank of Superintendent is equivalent to a Lieutenant Colonel in the military.
Fanged and Candelario are batchmates at Class 1999 of the Philippine National Police Academy while Sacyat is member of PNPA Class 2000.
“Among the three, two of the strong contenders for the post in Dagupan  would be Fanged and Sacyat,” the source cited.
Fanged is presently assigned as the chief of police (COP) of Urdaneta City, while Candelario and Sacyat are posted as the Deputy Provincial Director on Operation at the Police Provincial Office in Lingayen, Pangasinan and COP of Malasiqui, Pangasinan, respectively.
The source said Dagupan City’s COP Superintendent Christopher Abrahano would be leaving anytime from now for his career advancement study in Laguna and Camp Crame, Quezon City.
“He will be taking in Camp Crame his OSEC (Officer Senior Executive Course), the equivalent of the General Staff College (course) in the military, his last requirement for his promotion for full colonel in 2018 or 2019,” the source cited. (more…)

Ito ay pagkatapos ideklara ni Duterte na may kaukulang pabuya sa sinumang makapagtuturo ng mga drug lords na P5 milyon, at drug pushers na P50 libo.001 (2)
Ang laban sa ilegal na droga at ano mang uri ng kriminalidad at korapsyon ang naging sentro ng kampanya ni Duterte sa nakaraang halalan. Ito ang dahilan kung bakit karamihan sa mga botanteng Filipino ay sumuporta sa kanya para manalo siya sa pagka-pangulo.Naging hudyat din ito na ang mga tao ay sawa na sa kasalukuyang sitwasyon sa bansa na naging talamak na ang ilegal na droga, korapsyon at kriminalidad.
Hindi biro itong gagawin ni Duterte sa pagsugpo ng kriminalidad at ilegal na droga. Ngayon pa lang, mayroon ng nagbabanta sa kanyang buhay pati ng kanyang bagong hirang na Police Director General Ronald “Bato” Dela Rosa. Ayon nga kay Dela Rosa, tig-P50 milyon sa kanila ni Duterte ang nakapatong na pabuya ng mga “drug lords” kung sino ang makakapagtumba sa kanila.Hindi rin biro na maraming masasagasaan sa gagawing ito ni Duterte na kinabibilangan ng mga pulitiko, matataas na opisyales ng kapulisan, mga piskal at mga husgado.
