Sinag doubts Duterte’s promise to get rid of crimes in 3-6 months

CHIEF STRATEGIST IMPLICATED IN RICE SMUGGLING
ROSALES – A group of agriculture stockholders doubted Davao City Mayor Rodrigo Duterte’s promise to get rid of criminality in three-to-six months; saying he will probably have trouble grappling with smuggling alone.
 
That’s because no less than Duterte’s chief political strategist, Lito Banayo, has been implicated in rice smuggling–supposedly one of the Davao mayor’s pet peeves, according to agri advocacy group Samahang Industriya ng Agrikultura (Sinag).
 
In a press statement, Sinag said as early as February 2013, charges for violation of Republic Act (RA) 3109 or the Anti-Grraft and Corrupt Practices Act have been recommended against ex-National Food Authority (NFA) chief Banayo based on a 43-page committee report of the Philippine Senate during the 15th Congress.
 
According to the Senate inquiry, a big-time rice cartel was able to operate in the country under Banayo’s nose by using farmers’ cooperatives as willing dummies to bankroll its rice smuggling operations.
 
“This of course begs the question, why did ‘The Punisher’ tap Banayo–much less have a hand in running his campaign–if he’s serious about eliminating all criminals in a three-to-six month window?” Sinag asked.
 
Another Duterte “threat” that has fallen by the wayside is one that he made against the likes of alleged rice smuggling king Davidson Bangayan, alias David Tan. Incidentally, Bangayan was center of the Senate probe that also involved Banayo.
 
Reports said that businessman Bangayan has become a frequent visitor to Davao City as of late, which is odd given Duterte’s earlier warning..
 
“Basta ako huwag kayong pumasok ng Davao. Huwag kayong manggugulo doon, mag-smuggle kayo kasi baka ma-misconstrue ng bayan na baka ako nagbibigay ng proteksyon,” the toughie mayor was earlier quoted as saying.
 
Duterte even said that he would have no problem killing Bangayan if he ever sets foot on his beloved Davao.
 
The businessman was the main beneficiary of the import permits granted by Banayo during the latter’s term as NFA head, Sinag said.
