Espino under fire for P30-M loan from ACEF

DAGUPAN CITY – Governor Amado Espino Jr. went under fire from farmers after he admitted he was able to acquire a P30 million loan from the Agricultural Competitiveness Enhancement Fund under the Department of Agriculture.

The Acef allowed small farmers and fisher folk to take out loans without collateral, for projects that involve agricultural development.

In an interview with Espino by some local reporters aired over the radio, he said when he was a congressman, he was able to get a P30 million load from Acef to develop a poultry in Bugallon.

“Nabayaran na namin yon (loan) four months ago yata,” he said.

The amount was released in tranches, on October 22, 2008; July 22, 2009 and February 15, 2010.

Espino was elected governorn in May 2007 so the loan was released when he was already the governor.

“Why would Espino avail of a loan from the provincial government which is supposedly for small farmers who could not afford to fund their agricultural development projects,” a farmer said.

Espino was reacting to a video posted on FaceBook showing a photo of his farm in Bugallon where his “modern poultry,”piggery,batching plant and crushing plant were located. The narrator in the video claimed the farm measured 300 hectares.

But Espino said his property only measured 15 hectares and that he only had the 300 hectares reforested.

“Mga 500 hectares nga yon,” he said,

He said he the modern poultry shown in the video was an “extension” of the old poulty.

“Kasi umutang ulit ako,” he said.

His SALN for 2007 showed he had P60 million loan but in the 2013 SALN, there was no more mention of the loan.
