BIR Central Pangasinan receives Seal of Excellence

CALASIAO – The Revenue District Office-4 here received the seal of excellence from the Civil Service Commission.
“We call it Anti-Red Tape Act or ARTA. Personnel from the Civil Service Commission surreptitiously enter RDO-4 and observe how government offices like BIR (Bureau of Internal Revenue), LTO (Land Transportation Office), GSIS (Government Service Insurance System), others serve the public,” said RDO-4 Assistant Chief Charmaine C. dela Torre.
“The criteria of the Civil Service is excellence in the service to the taxpayers. They (observe) how the front line personnel dealing with the clients,” she said.
According to dela Torre, among the six district offices of the BIR in Region 1, only RDO-4 and RDO-1-Laoag and BIR Region 1 office received the award.
Other government bodies like the LTO, GSIS, others in different parts of Region – 1 were recipients, too.
The RDO-4 chief is Fely C. Simon and the acting regional director is Eduardo L. Pagulayan Jr.
The award for the BIR Revenue’s District -4 was for 2015.
In year 2014 Eastern Pangasinan’s RDO-6 based in Urdaneta City was the recipient of the Seal of Excellence for year 2013 at Hotel Ariana and Restaurant in Bauang, La Union.
It was one of the 14 recipients of the awards from the CSC.
Dela Torre said the CSC’s ARTA awards started in 2013.
She said her office would receive P100,000 award from ARTA.
Dela Torre said the proceeds would be used to improve some facilities in RDO-4.
In evaluating government agencies and offices for ARTA, the CSC used a Report Card Survey.
It is an evaluation tool that provides a quantitative measure of actual public service user perceptions on the quality, efficiency and adequacy of different frontline services, as well as a critical evaluation of the office or agency and its personnel. It is an instrument that also solicits user feedback on the performance of public services, for the purpose of exacting public accountability and, when necessary, proposing change.
