4Ps to continue under Poe’s presidency- Chiz

DAGUPAN CITY- Under Poe’s presidency should they win in May elections, vice presidential candidate Francis “Chiz” Escudero said they will continue the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) or the cash conditional transfer (CCT).
He said they will conduct a deeper study on the matter as there will be many changes including the system and beneficiaries.
“The CCT is being used by our political opponents as a tool for campaign saying that if they will not win, the CCT will be abolished. That is not true. We will continue with the program but put a livelihood component on it, like while we are giving them fish, we will teach them also to fish. The beneficiaries should also be looked into. The CCT was started by former President (Gloria) Arroyo and they could not claim it as theirs. The money used in the program came from the government and not from their personal funds,” Escudero said.
Escudero also said that he was supporting the merger of Development Bank of the Philippines (DBP) and Land Bank of the Philippines (LBP) as these two banks have the same mandate in helping the Filipinos -DBP for small businesses and LBP for farmers.
He said he heard the government is planning to avail loans in the amount of P19 billion for the CCT after the merger of the two banks.
“They could not do that. The government has an underspending of more or less P700 billion. Why resort to loans?” he said.
Meanwhile, Escudero took a swipe at the Liberal Party for dictating the Supreme Court to hold a marathon hearing on the disqualification case of Senator Grace Poe.
” It’s not for me to dictate the Supreme Court, which is another branch of the government. We hope the oral arguments on Senator Grace Poe’s case will be completed this month and the decision to come out by March. We are confident the decision will be in favor of Senator Poe for the simple reason that the case of FPJ your province mate, the Supreme Court ruled in his favor, the same citizenship issue,”Escudero said.
He further said that through Chief Justice (Reynato) Puno, the Court said in English,”We cannot leave to the unelected members of this Court the power and right to decide who the next president will be. That decision is best left to the sovereign Filipino people”.
“Hindi daw pwedeng ibigay sa kamay ng mga mahistrado na hindi halal ng taumbayan, ang pagpili ng susunod na presidente. Kayo, ang taumbayan, tayo, ang dapat pumili nun. Hindi sila. Kung susundan nila yun, walang rason para hindi sila pumabor kay Senadora Grace,” Escudero said.
