Provincial Board approves tree cutting in Umingan

LINGAYEN – While the provincial board of Pangasinan opposed the cutting down of trees along the Manila 2015 North Road, it endorsed the felling of trees along barangay roads in Umingan.
The project, to be Implemented by the provincial government, would entail the removal of 49 trees that include mahogany,gmelina, ipil, mango, tamarind and duhat along barangay roads of the eastern Pangasinan town.
The provincial board approved Resolution 176- 2015 last March but the Inquirer was able to get a copy only recently. The board passed last year Resolution 269-2014 that expressed opposition to tree cutting along national and local roads within Pangasinan to preserve as many trees as possible.
But “it does not object to the removal of trees in Umingan,” for the project in the town.
The Umingan project is part of the Philippine Rural Development Project and will be implemented by the provincial government of Pangasinan.
On the other hand, the widening of the MNR, which entails removal of 1,829 trees, is a project of the Department of Public Works and Highways.Only 500 of the trees are still left standing.
The provincial officials vehemently opposed the cutting down of trees along the MNR, and are supported by environmentalist groups which filed for a temporary environmental protection order at the court in Urdaneta City.
In its recent resolution, the SP said it received the resolution from the
Sanguniang Bayan of Umingan requesting clearance/permission to cut the various species of trees in the town.
The resolution said in view of the importance of the project, the SP does not object to the cutting down of trees subject to the rules and regulations of the DPWH, Department of Environment and Natural Resources
and other concerned agencies.” It also said it endorsed the project because the barangay officials and indigenous people there expressed support to the project and offers no resistance to the cutting down of trees.
Recall that the MNR widening project was endorsed by local officials of the towns traversed by the highway– Villasis, Urdaneta City, Binalonan, Pozorrubio and Sison. Community Environment and Natural Resources Officer Fernando Estrada of
Urdaneta City his office has endorsed the request to the Provincial Environment and Natural Resources Office, which will endorse to the DENR regional office. But it will be the central office which issues permits to cut down trees, he said. The trees that have to go are along the right of way of barangays Gonzales, Casilan, Concepcion, San Juan, Luna Weste and Luna Este, Pangangaan, Prado and Fulgosino.
