CORTEZ: Bagyong Lando, parang Bagyong Yolanda

Malakas ang super typhoon na Lando na tumama sa Luzon. Sabi nila si Lando ang asawa ni Bagyong Yolanda na tumama sa Visayas. Pareho silang malakas, maraming sinira, maraming pinaluha.

Narito naman po ang text blast mula sa NDRRMC na nagdulot ng takot, panic, pagkabigla at pagbabalik sa pinsal ng bagyong Pepeng at pag-release ng tubig ng San Roque Dam dito sa Pangasinan.

“NDRRMC: Flood alert is issued tonight 19 Oct for the towns of San Manuel, Asingan, Santo Tomas, Villasis, Alcala, Bautista, Bayambang, Urbiztondo, San Nicolas. Expect sudden floods in 3 to 4 hours.”

Ohaaa! Maganda ang soup kitchen na tulong ni Mayor Pao Mencias ng Alcala noong second day ng bagyong Lando.

Ang mga tao sa panahon na kasagsagan ng bagyo ay gutom at walang panahon para magluto. Mas kailangan nila ng luto na pagkain kaysa relief goods na lulutuin pa.

Of course, sa mga sumusunod na araw nagbigay din ng relief goods para naman mairaos ang isang meal.

Ang learning experience sa bagyong Lando? Buo ang team ng Mencias-Collado na nagmonitor, nagplano at nagpatupad ng disaster response sa Bagyong Lando. Lalong lumakas nag samahan. Walang laglagan.

POE PARA SA CABINET LEVEL DISASTER AGENCY. Dapat daw po na magtayo ang goyerno ng NDRRMC na cabinet level na may fixed term of office para hindi politicized ang office.

“Whoever will lead this new agency should have a fixed term, regardless of who is in Malacanang, freeing him from any political pressures that have no place in disaster response,” sabi ni Sen. Grace Poe.

Maraming lugar sa Pilipinas ang nasa listahan ng most vulnerable tulad ng Tuguegarao, Lucena, Manila, San Fernando, at Cabanatuan. Nasa Top 100 po sila sa buong mundo.

Nakapasok sa Top 100 ang mga nasabing cities dahil mahina ang institution at mahina din ang kakayahan ng lipunan para harapain ang mga sakuna.

The Philippines’ “poor institutional and societal capacity to manage, respond and recover from natural hazards events” was a factor in its Natural Hazards Risk Atlas (NHRA) standing.

Call Center Capital na daw po tayo ng mundo pero pag may sakuna, hindi mo alam kung kanino ka tatawag!

Kanya-kanyang hotline ang lahat ng government agencies. Na kapag tinawagan mo ay walang sumasagot. Or kung may sumagot man ay walang definite na kasagutan or aksyon.

“I find it ironic that we are the Call Center Capital of the world and yet we don’t have our own hotline for emergencies,” Poe said. “Often, local governments and national agencies have their own initiatives, and we end up with a disjointed response in the face of calamities.”

Dapat daw po na ang bagong cabinet level na NDRRMC ay may genuine na legal personality.

Dapat din daw po na may sapat na technical at manpower support ang opisinang ito.

“As an independent body, the new department would have a legal personality to link up with similar agencies worldwide in terms of sharing valuable research, the latest search, rescue and recovery techniques, and even manpower support,” sabi ni Poe.

Rosales Councilor Romy Sim, kumusta naman po ang mga barangay sa gilid ng Agno River? Nabigyan na po pala sila ng ayuda mula sa LGU.

CHIZ PARA SA TULONG SA MAGSASAKA. Mabilisang tulong ang dapat na isagawa ng gobyerno para matulungan an gang mga magsasakang nalugi sa bagyong Lando.

Sinabi ni Sen. Chiz Escudero na karamihan ng tinamaan ng bagyong Lando ay magsasaka sa mga probinsyang nagtatanim ng pagkain ng sambayanang Pilipino.

“It can be noted that these are among the country’s top rice-producing provinces. The devastation not only threatens the livelihood of farmers, but also food security in the two regions that mainly depend on the crop for their sustenance,” sabi ni Escudero.

May PhP9.6 bilyon na Calamity Fund at Quick Response Fund na available sa DBM.

Based on official figures from the Department of Budget and Management, about P9.6 billion in Calamity Fund and Quick Response Fund are immediately available to help those affected by Lando, as well as P1 billion from the People’s Survival Fund.

Maaari itong gamitin para sa punla at pataba para sa muling pagtatanim ng mga magsasaka. Parang quick turn-around fund para makabawi ang sa lugi ng magsasaka na dulot ng sakuna.

Maaari din pondo ito para sa patubig ng mga sakahan o kaya naman ay imbakan ng mga produktong pang-agrikultural.

“Aside from seeds and fertilizers, affected farmers also need to rebuild agricultural infrastructure like storage and irrigation facilities to help them in the long-term,” said Escudero, the leading vice presidential candidate.

MAR-ESPINO NA. Nagsama si LP presidential bet Mar Roxas at Gov Espino sa Infanta matapos ang Bagyong Lando. Kasama pa nila si Leni Robredo sa Infanta.

Ohaaa. Ganoon talaga. Iba’t-ibang panahon, palitan ng kaalyado sa pulitika. Politika lang walang personalan.

Tangapin. Aminin. Pero, may mga Pangasinan LP na hindi pabor sa Mar-Espino tulad ni former Bugallon mayor Ric Orduna at LP provincial secretary general na si Oscar Lambino. Ano naman po ang say niyo, Cong Vic Agbayani sa alyansa ni Mar at Gov? Hahaha.

Iyung ibang kakampi ni Gov may CONA mula sa LP, iyung iba naman ay may CONA mula sa NUP at iyung iba naman ay may CONA mula sa Aksyon Demokratiko.

NPC naman ang pinagmulan ng mga CONA ng mga kaalyado ni gubernatorial candidate Mark Cojuangco.

Kanya-kanyang party. Kanya-kanyang kasiyahan. Hahaha. Tama po ba vice mayor Ben Marinas sa Byan ng Sison?

May mga kandidato pala na nakuha ng dalawa o tatlong CONA mula sa iba’t-ibang partido. Sigurista talaga sila. Hahaha.

May nakapagbulong sa atin isang elected official sa isang distrito ay may NPC at UNA na CONA. Incumbent po siya. Wala ba siyang tiwala sa NPC? Kaya kumuha pa siya ng CONA mula sa UNA? (more…)

Villasis palay drying facility big help to farmers

VILLASIS- The Villasis Palay Drying Facility established through initiative of fifth district Representative Mark Cojuangco proved to be of great help to farmers in this town especially during calamities.

During the onslaught of typhoon Lando from October 19 to 22, farmers who have harvested their palay earlier could not find the place to dry their crops as rains continued to pour for four days.

Isabel’s Ambroce, a farmer of San Blas village in this town, said he lost hope that his 210 sacks of palay that was newly harvested will be dried.

” I thought I could no longer recoup my expenses. But when I learned that the Villasis Palay Drying Facility in Unzad was opened for farmers’ use, I immediately coordinated with the municipal agriculture office where technicians helped bring my harvest to the facility,” Ambroce said.

Ambroce is one of the farmers who availed of the services of the said facility during typhoon Lando. (more…)

ORTIGOZA: Belen-Alfie tandem debunks Al-Brian Tale

During the five days filing of the Certificate of Candidacy (COC) at the Commission on Election (Comelec) there was suspenseful roller coaster ride in Dagupan City among supporters of Mayor Belen Fernandez and Vice Mayor Brian Lim.
On Monday, I bumped into a close associate of former Mayor Benjie S. Lim who told me the Al Fernandez-Brian Lim for mayoralty and vice mayoralty had been 95% complete as both camps diligently negotiated with each other.
Monday night I posted my article “Al –Brian Tandem 95% complete” at my blog P’nan Biggest News (you can access it at http://wwwmortzcortigoza.blogspot.com/2015/10/al-brian-tandem-95-complete_58.html).
When I opened Tuesday night my bloger.com’s statistics I saw the articles’ became viral from readers in the country and abroad who were dead curious about this development.
Many had been asking me in the streets and at Face Book about the brouhaha I posted Monday night.
The Al-Brian tattle started to diminish Wednesday morning when reelectionist Mayor Fernandez, former Mayor Al, Congresswoman Gina de Venecia, and supporters prepare to motor from The Stadia to the Comelec provincial and city offices to file their COC.
The problem however was they filed their COCs without the mayor’s vice mayoralty bet that political kibitzers said would be Alfie Fernandez – the son of the former mayor.
The rumour that Alfie would be running as mayor in tandem with Brian permeated the air.
Thursday morning Gypsy the PR of Rep. De Venecia invited me to witness the solon’s filing of her COC at the provincial Comelec while they prepared to accompany Councilor Alfie to file his candidacy at the City’s Comelec.
All the rumours that a Lim-Fernandez’s collaboration was in the offing died on that moment.
Alfie denies negotiation with Lim
The young Fernandez told me there that he did not join the Liberal Party’s filing of COC the day before because of some spiritual beliefs of the date of his filing and the lucky number of the family attached to the date and time.
When I asked the Councilor, in a press conference called by the Mayor at Gloria Maris, if indeed there was a negotiation before his family and the Lims that created the Al-Brian rumour he denied it.
The Mayor told some media men there that it was the Samsons (probably former Councilor Chito and former Barangay Chairman Saysee) who were spawning the rumours to political leaders in the village that it was an Al-Brian tandem versus her.
“ Kasi itong mga Samsons ikot ng ikot may nagsabi sa akin na kagawad na nag te-text na ganoon na 90%, set na! 95% sabi ni Mortz e. Sabi ko wag kayo maniwala. Iba si Mayor Al he has a word of honor. Iba naman iyong umiikot,” she stressed.
She said that before she filed her COC, barangay leaders have been asking her about the rumor.

She told them that former Mayor Al assured her weeks before the October 12 to 16 filing of COC that he would not run.
Instead they talked about the composition of the Belen-Alfie and their slate and the day they would be filing their COC.
They were unfazed by the financial chest of the Lims
When I asked Alfie if he was worried because he would be locking horns with the financial juggernaut of the Lims who owned the chain of malls in and outside Pangasinan, he shook his head.
“Did Mayor Belen pledge some financial help to you to shore up your fight with the heir of Magic Group of Companies?” I posed. (more…)

P2 -M worth of shabu seized, 14 persons arrested


ONE TIME BIG TIME DRUG DEN RAID

DAGUPAN CITY – At least 300 grams of Methamphetamine Hydrochloride also known as shabu with a street value of P2 million were confiscated by law enforcers in a joint operation under Oplan Lambat Sibat ‘One Time-Big Time’ operation at Sitio Silungan in Bonuan Binloc on October 22 here.

Implementing multiple search warrants against six suspected drug dens operating in the area, lawmen numbering some 200 also seized P111,000 cash believed used in the drug trade, six undocumented motorcycles and arrested 14 persons, all believed involved in the illegal drug trade.

Philippine Drug Enforcement Agency (PDEA) Regional Director Adrian G. Alvariño identified those arrested as Noralyn Acmad Musor, 20 years old, single; Jenny Ann Mejia Magsano, 20 years old, single; Dennis Decena Molina, 17 years old, single; Mohamad Malaud Macabanaw, of legal age, married; Sahara Suba y Sumaguina, 17 years old, married; Namraida S. Panganting, 20 years old, married; Raihana Gubat Pangandag, 23 years old, single; Ameroding Macaombang Cusingan,16 years old, single;

Mohamad Panganting Sumaguina, 33 years old, married; Regine Magsano y Casido, 21 years old, married; Ferdinand Decena y Gabrillo Sr., 47 years old, married; Fermin Decena y Calaunan, 25 years old, single; Princess Decena y Calaunan, 24 years old; and Asgar B. Aguinda, 26, married, who has a standing warrant of arrest also for illegal drugs and leader of a drug group.

Alvariño added that accordingly the suspects are getting their supply from Region III, Region IV-A and the National Capital Region (NCR) and they also act as suppliers of illegal drugs in nearby municipalities.

P/Supt. Christopher Abrahano, chief of police of Dagupan, disclosed that this was the result of their five-month case build-up and surveillance in the area in partnership with the PDEA and the local government of Dagupan.

The raid at 2:30 p.m. on Oct. 22 was participated in by the Pangasinan Police Provincial Office, PNP Maritime, Philippine Coastguard, Criminal Investigation and Detection Group (CIDG), Naval Intelligence, Land Transportation Office and the office of the warrant officer of the Regional Trial Court in Dagupan City.

P/SSupt. Rolly Saltat, officer-in-charge of the Pangasinan Police Office, said that more of this operation will be done in the coming days under the Lambat Sibat ‘One Time-Big Time’ project of the PNP.

On the other hand, Mayor Belen T. Fernandez lauded the effort of the PNP, PDEA and all the other law enforcement agencies in going against drug dens in the city.

“This is a major headway in our serious campaign against the operations of drug merchants in our city. We are sending this as a stern warning against those who seek to destroy the future of our children,” said Fernandez during a news conference at the Dagupan City Police Station shortly after the raid. Early registration for senior high students extended – DepEd

DAGUPAN CITY – The Department of Education (DepEd) has extended the early registration period for senior high school (SHS) from October 19 to November 13 to ensure that incoming SHS students are enrolled come June 2016.

Maria Linda Ventenilla, chief of school governance and operations division in DepEd-Dagupan City, said that early registration for incoming SHS students, or the current Grade 10 students, is supposed to end today, October 23.

“The extension will give all incoming SHS students ample time to decide on their choice of SHS track,” she said during the KBP Forum held at the PIA-Pangasinan office here on Thursday.

The four major tracks in the SHS program are academic, technical-vocational-livelihood, sports, and arts and design.

The DepEd website states that during this period, all Grade 10 students in all public and private high schools are encouraged to submit their choice of school and SHS track to their respective class advisers.

“The class advisers are then tasked to register their students for SHS and submit learners’ preferences through the SHS registration module in the Learner Information System (LIS) of DepEd,” it said.

The SHS early registration is also open to high school graduates prior to the full implementation of the K to 12 program, passers of the Philippine Educational Placement Test (PEPT) and Accreditation and Equivalency (A and E) Examination for Junior High School level. (more…)

SISON – “With almost all village officials how can we lose this election?” posed by Alaminos City Mayor Art Celeste during the distribution recently of the Certificates of Nomination and Acceptance (CONA) to electoral aspirants at the palatial residence of gubernatorial candidate Mark O. Cojuangco.

Celeste, a former congressman like Cojuangco, said 35 incumbent mayors out of the 47 mayors and 75% of the barangay officials in the 1,333 villages in the 3 million populated Pangasinan supported the governorship and vice governorship candidacies of Cojuangco and Calasiao Mayor Mark Roy Macanlalay.
“So ano po ang ibig sabihin nito? Para po tayo sa bayan natin. Kung kasama po natin lahat ng kapitan, kasama po natin lahat ng barangay officials majority hindi naman po lahat paano po tayo matatalo?”
Celeste told an army of candidates running for the provincial board, mayoralty, vice mayoralty, and members of the town council applauding at the well manicured rolling lawn of the Cojuangcos in Barangay Labayug in Sison, Pangasinan.
Celeste said that he and his older brother Jesus or Boying, the first district congressman, crowed that nine out of 10 mayors in their district support Cojuangco and Macanlalay’s bid.
He said the mayor of Infanta should be supporting Cojuangco but he and his brother made a promised that the son of the late Mayor Ruperto Martinez, who was assassinated in December 2012, would be their candidate for the mayoralty in 2016”. (more…)

DAGUPAN CITY –Former first district Rep. Mark Cojuangco, Calasiao Mayor Mark Roy Macanlalay and fifth district Rep. Kimi Cojuangco filed their certificates of candidacy on Tuesday, October 13, for various positions in the 2016 elections.

Cojuangco is running for governor, Macanlalay for vice governor and Kimi for her third term as congresswoman. They are the official candidates of the Nationalist People’s Coalition.
Cojuangco said he and his team filed on the 13th day of the month, because he “considered it a lucky day.”
“I am 58 years old and five plus eight equals 13,” he said.
His father, former Ambassador Eduardo Cojuangco, also signed almost all contracts for businesses on the 13th day of the month, he added.
He told reporters he was confident and happy about how his candidacy is turning out after going around the province to introduce himself.
Cojuangco is running against Provincial Board Member Amado Espino III, Macanlalay against Vice Governor Ferdinand Calimlim and Kimi against Governor Amado Espino Jr.
Kimi Cojuangco said he was not angry at Espino Jr. for running against her “although in the beginning I got a little bit hurt because I really defended him during the last elections.”
The Cojuangcos and Espinos used to be friends and political allies.
“But all is fair in love and war,” he said.
A reporter and columnist of this paper likewise filed his CoC as governor under the National Unity Party (NUP).
Virgilio Maganes, also a blocktimer of programs aired over dwPR and dwDW, said he was invited by National Unity Party to be its official candidate.
His running mate is Susan Costales, his town mate in Villasis. The other candidates for vice governor are Calasiao Mayor Mark Roy Macanlalay, Vice Governor Ferdinand Calimlim and Myrna Torralba.
Maganes said he the NUP officials said they wanted a candidate who comes from the ranks of the poor and who does not come from traditional political families.
“It was not my plan to join any political battle but I was convinced by NUP leaders to run after they explained what they expected of a gubernatorial candidate,” he said.
Sison Vice Mayor Bensaulozacheus Marinas also filed his certificate of candidacy as congressional candidate as official candidate of the NUP. (more…)

EDITORIAL: Hirap maghanap ng political party si Espino?


Ang pulitika, ayon sa mga pantas ng agham sa larangang ito, ay isang sining sa pamamahala. Ang larangan ng pulitika ay ang pagpapakadalubhasa sa pamamahala upang maibigay ang mga sapat na serbisyo sa mga mamamayan. Dahil dito, nagkaroon ng mga partido pulitikal na may kanya-kanyang layunin at adhikain o tinatawag na plataporma para pagpilian ng mga mamamayan sa tuwing halalan.

Ang sistema pulitikal ng Estados Unidos ang modelo ng Pilipinas dahil sa malawakang pagpapairal ng demokrasya. Sila ay may tinatawag na ” two party system” o dalawang partido lang ang naglalaban sa halalan. Bagamat modelo ng Pilipinas ang Estados Unidos, tayo naman ay may ” multi-party system” o maramihang partido na talagang gumugulo sa kaisipan ng mga mamamayan at pati na rin ang mga pulitika.

Ang mga partido, bagamat may mga sariling panuntunan, ay nagiging landas ng mga pulitika na behikulo sa kanilang pagtakbo sa halalan. Sa ganitong sitwasyon nawawala ang kahalagahan ng mga partido pero sa kabilang banda ay nagiging mahalaga dahil sa halalan, ang mga kandidato na inindorso ng mga partido ang may karapatan na magtalaga ng tagapagmasid o “watchers” at makakuha ng kopya ng mga resulta sa mga presinto.

Ang paghahanap ng masisilungang partido ay nangyari kamakailan sa Pangasinan kay Gobernador Amado T. Espino Jr. at ang kanyang mga kasamahan. Noong nakaraang taon, humiwalay siya sa Nationalist People’s Coalition (NPC), isang malaking partido sa Pilipinas na binuo ni dating Ambassador Eduardo “Danding” Cojuangco. (more…)
