Filipino and Vietnamese police, fishery officers train on marine crime investigation

ALAMINOS CITY – One morning in a coastal village where sea turtles are known to build their nests, the residents saw that nests were disturbed and the eggs were gone. They reported the poaching to fishery and police authorities who found human and dog shoe prints on the sand, loggerhead and beach bird tracks.

The nests were destroyed and egg fragments are scattered. Also found is a bloody knife behind the disturbed nest.
What should the authorities do first? Erect a barrier tape around the crime scene, take photos of the entire scene, make casts of the tracks, identify and interview suspects or witnesses? How would they collect and package the pieces of evidence?
This was one of the scenarios the participants to the two-week marine crime scene investigation workshop had to probe.
The workshop was conducted by the United States Embassy’s Fish and Wildlife Service for participants from Vietnam and the Philippines that ended on July 3. The 32 participants were from the fishery and law enforcement departments of both countries.
Poaching of marine products like sea turtles and fish in protected areas is one of the worst marine crimes, Rick Bratt, an instructor during the workshop, said. Bratt, a retiree from the United States Domestic Homeland Security, has over 30 years on crime investigation, both regular and marine crimes.
“The concept of marine crime scene investigation is great. There is so much unique in investigating marine crime like finding evidence under water, finding and recovering evidence for oil spill, sediments, boat running aground, blast fishing,” Bratt said.
But he pointed out that a ship grounding is not necessarily illegal as it could be in distress while sediments may be just caused by heavy rains and not because of illegal mining activities.
The workshop was the first of its kind to be conducted in both countries by the US Embassy which share the same body of water where there is massive depletion of marine resources and same sensitivity in terms of trying to combat criminals who are violating the laws of the two countries.
Both countries are both involved in the territorial dispute over the Spratly Islands, together with other Asian countries like China which is bullying its Asian neighbors and is poaching marine products from the islands.
But Thomas Hammang, Jr., director of the US Thomas Hammang Jr., director of the US Embassy’s International Narcotics and Law Enforcement Affairs, said the training was not focused on marine crimes of China only. (more…)

Oo nga pala, si Sen. Grace Poe, ang ampon ng bawat pamilyang Pilipino, ay maaaring maging ampon ng bawat partido pulitikal sa darating na election.

Ang mga major political parties sa bansa na wala pang deklaradong kandidato for president ay may kanya-kanyang pakikipag-usap kay Senadora Grace Poe.

Siyempre except UNA, meron na sila.

It’s the presidency or nothing, sabi nga ng karamihang sumusuporta kay Sen. Grace Poe.

BAWI SI PNOY. Minsan ko nang naisulat dito sa ANG MASO na kung bumaba sa survey ratings si PNoy ay nakakabawi siya ng mas mataas.

Naging bisita ng first, second at third district si VP Jojo Binay. May maliit na programa, kamayan sa palengke at boodle fight.

Walang naniwala kay Binay na palpak at manhid ang administrasyon ni PNoy dahil lalo pang tumaas ang rating ni presidente.

Matapos mag-resign ni Binay sa cabinet ni PNoy ay binira niya ito.

Nakalimutan yata ng speech writers ni Binay na minsan ay iginawa nila si Binay ng speech na pumupuri kay PNoy.

Noong October 9, 2012 ay pinuri ni Binay si Presidente Noynoy Aquino.

Narito po ang sinabi niya, “The Aquino administration has done much to plot a socially equitable course of governance, and the strong multi stakeholder approach that typifies its work ensures that the country stays on an even keel. But as we build on the successes of the reforms that we immediately put in place early in this government’s term, we remain well aware and firmly committed to raising the bar that we measure ourselves against.”

Nito namang June 24, 2015 ay binira niya si Presidente Noynoy Aquino.

Narito po ang sinabi niya, “Ito rin ang hangarin ng ating mga kababayan: isang pamahalaang kabaliktaran ng manhid at palpak na pamahalaan ngayon.”

Maliwanag ang sabi ni Binay, manhid at palpak ang pamahalaang ngayon.

Of course dati siyang cabinet member ng manhid at palpak na pamahalaan.

Walang naniwala kay Binay na palpak at manhid ang administrasyon ni PNoy dahil lalo pang tumaas ang rating ni presidente.

Nakakuha po ng 55 percent rating si PNoy nitong latest survey.

Napakataas po niyan. Normal kasi na bumababa ang survey rating ng isang president kapag patapos na ang kanyang term.

Matatandaan natin na si Presidente GMA ay nakakuha ng negative 11 na rating noong 2009. Ito po ay one year bago mag end ang kanyang term.

Si Presidente Cory Aquino nakaupo ay nakakuha ng negative 1 na rating noong 1991, one year din bago mag end ang term niya.

Ang 55 percent na rating bago mag-end ang term ng isang presidente ay nangangahulugan na maayos pa rin ang patakbo ni PNoy. Tuloy ang trabaho.

Walang naniwala kay Binay na palpak at manhid ang administrasyon ni PNoy dahil lalo pang tumaas ang rating ni presidente.

Kapansin-pansin din na maraming politiko sa Pangasinan na dati-rati ay sumasama kay Binay eh absent ngayon.

Bakit ba ayaw nilang makita na kasama si Binay?

Dati nag-aagawan pa sila ng puwesto para makalapit kay Binay, ngayon… nasaan sila sa mga boodle fight?

Bakit ayaw nilang sumabay kumain kay Binay?

UNCLOS INTERPRETATION. United Nations Convention on the Law of the Sea po ang batas na dapat sundin sa territorial dispute sa pagitan ng Pilipinas at Tsina.

Kapag Tsina ang nagsasalita, China Sea ang tawag nila sa karagatang pinagtatalunan.

Kapag Pilipinas ang nagsasalita, West Philippine Sea ang tawag nila sa karagatang pinagtatalunan.

Nakaabot na sa International Tribunal ang usapin kung kaninong teritoryo ba talaga ang nasabing karagatan.

Pumirma ang Pilipinas sa UNCLOS. Pumirma ang Tsina sa UNCLOS. Nagkasundo na actually ang Pilipinas at Tsina na UNCLOS ang magiging batayan sa sa pagresolba ng problema sa West Philippine Sea.

Narito po ang sinabi ni Foreign Affairs Secretary Albert Del Rosario, “As far back as August 1995, after China seized and built structures on Mischief Reef — a low-tide elevation located 126 nautical miles from the Philippine island of Palawan and more than 600 nautical miles from the closest point on China’s Hainan Island — the Philippines sought to address China’s violation of its maritime rights diplomatically. During those exchanges, the Philippines and China agreed that the dispute should be resolved in accordance with UNCLOS. As the then Chinese Vice Minister for Foreign Affairs, Mr. Tang Jiaxuan, stated two years later during bilateral negotiations, China and the Philippines should “approach the disputes on the basis of international law, including the United Nations Convention on the Law of the Sea, particularly its provisions on the maritime regimes like the exclusive economic zone.” (more…)

Six Dagupan barangays went under water due to ‘Egay’


DAGUPAN CITY – Several barangays here went under four inches to one foot of water as a result of moderate to heavy rains, coupled by light to moderate winds, due to the combined effects of Tropical Storm ”Egay” and the continuing monsoon rains,

All national roads and barangay roads within the city, however, are still passable to all types of vehicles except the Bonuan Tondaligan road specifically at the back of AVRC-CENRO where the water level reached an average of two feet, making it not passable to light vehicles.

Disaster Risk Reduction and Management Officer (CDRRMO) Ronaldo R. De Guzman said that the flooding was aggravated by high tide affecting specifically sitio Patalan of Lasip Grande; Alitaya and Cavite of Herrero-Perez; Careenan, Carmona and Bahala of Poblacion Oeste; Philadelphia Church, Pantal Centro, Nable and Guibang of Pantal; Carael Centro, and the surrounding area of Eagle Radio station of Lucao.

The CDRRMO reported zero casualties.

At the same time, the CDRRMO advised the barangay councils to activate their respective Barangay Disaster Risk Reduction and Management Center (BDRRMC) and prepare evacuation centers to accommodate possible evacuees and to conduct regular monitoring within their areas of responsibility.

“We also issued an advice to advertisers to pull down their tarpaulin ads in buildings within the central business district so they will not be blown away by strong winds,” said De Guzman.

De Guzman added that his office also coordinated with the City Disaster Risk Reduction and Management Center (CDRRMC) under P/Supt. Christopher N. Abrahano, vice-chairman, and other partner agencies like the Philippine National Police, PNP Maritime, Bureau of Fire Protection, Philippine Coast Guard, Philippine Navy and the Department of Education. Negosyo Center in Pangasinan cities seen to spur grassroots development

ALAMINOS CITY – Negosyo Centers will be rolled out in Pangasinan this year as part of the Department of Trade and Industry’s (DTI) major support programs for micro, small and medium scale enterprises (MSMEs).

Establishing business centers in all provinces, cities and municipalities in the country is provided for under Republic Act 10644 or the Go Negosyo Act authored by Senator Paolo Benigno “Bam” Aquino.

Last week, the first Negosyo Center in the Ilocos Region and the country’s 26th business hub located at the City Hall of Alaminos was launched and now open to serve MSMEs and would-be entrepreneurs in the western part of the province.

According to DTI-Pangasinan, similar facilities will soon be established in the cities of Dagupan and Urdaneta.

Provincial Director Peter Mangabat of DTI-Pangasinan said the business center will provide services to intensify the promotion of entrepreneurship as well as to increase the assistance to MSMEs.

Negosyo Center can also boost the development of MSMEs by providing information for training, financing, and marketing; creating mentoring programs with the help of private institutions and local chambers; and opening access to grants and other forms of financial assistance.

“By facilitating ease of doing business, potential investors and would-be entrepreneurs will be encouraged to put up their own businesses and boost hiring in Alaminos City,” Mangabat said.

Fun Run set to celebrate Nutrition Month


DAGUPAN CITY – During the celebration of the Nutrition Month, the city government, Department of Education and hospital personnel including stakeholders will join a fun run on July 26 along the Jose De Venecia Expressway Extension from Lucao to Pantal.

This year’s Nutrition Month theme is “Timbang Iwasto sa Tamang Timbang at Ehersisyo”.

The other highlights of the celebration include a cook fest, poster-making and nutri-jingle contests among all schools here on July 24 set at the DepEd Division Training Center.

“We will also conduct deworming for babies from 12 to 17 months old in all 31 barangays and public schools and micronutrient supplementation for 0 to 59 months old babies at the City Health Office Main Health Center and in the Barangay Health Stations,” said Leah L. Aquino, city nutrition officer.

DTI alerts business sector on typhoon effects


DAGUPAN CITY – The Department of Trade and Industry (DTI) has alerted business establishments in Pangasinan to prepare with the onset of the rainy season that may cause flooding and storm surges.

Provincial Director Peter Mangabat of DTI-Pangasinan advised the business sector to revisit their disaster preparedness plan in order to put into force mitigation mechanisms and measures to reduce loss of life and property.

“To ensure adequate supply of basic commodities in times of calamities, the agency requested big supermarkets and groceries in the province to increase their stocks on basic and prime commodities like noodles, coffee and canned goods, which are usually bought by the local government units as relief goods,” Mangabat said. Regional line agencies converge for sustainable livelihood program


URDANETA CITY – Various government line agencies and private corporations convened on Thursday to present the updates of their concerted efforts on their programs pertaining to the sustainable livelihood program (SLP) of the government.
Regional Director Marcelo Nicomedes Castillo of the Department of Social Welfare and Development (DSWD , said the government is focused on uplifting the lives of the Filipino family, thus the need to pool the help and resources of all concerned agencies.
“The sustainable livelihood program is one of the millennium development goals of the country not just for the Filipinos but also for our commitment to the international community,” Castillo said during the quarterly inter-agency meeting held at the Urdaneta City hall.
Castillo further explained that the Pantawid Pamilyang Pilipino Program (4Ps) is the main focus of the SLP because it is the face of poverty and the sector that needs the most assistance.
Of the 10 million Filipinos listed in the ‘Listahanan’ survey, at least five million are identified poor, he said. (more…)
