ORTIGOZA: SP waltzes with Espino on P758M loans

Since former Police Four-Star General and Zambales Governor Hermogenes “Jun” Ebdane Jr was indicted on graft and usurpation of authority or official functions for allegedly issuing a mining permit beyond his mandate by the Ombudsman, allow me to give you a glimpse of our conversation in 2010 when I attended his inauguration as the new governor of Zambales on that year.
GOVERNOR: Kamusta si (General) Rey (Velasco)?
ME: Natalo sa mayoralty reelection niya, sir. Pero sabi niya sa akin pang presidente daw ang gastos niyo noong tinalo ninyo si Gov. Amor Deloso (of Zambales, used to be well-entrenched politician).
GOVERNOR: (Affronted). No love lost with me and Rey! Alam mo ba ng dahil sa kanya nag-away kami ni General (Renato) de Villa sa likod ng Malacanang?
ME; Bakit naman sir?
GOVERNOR: E gusto niyang mag Chief PNP (Philippine National Police) si Rey (PMA Class ‘71), e mas senior ako (PMA Class ’70). Minura niya ako “p*tang ina mo habang ako ang Executive Secretary ni presidente (President Gloria Macapagal-Arroyo), hindi ka maging Chief PNP!”
ME: Pero naging PNP Chief naman kayo, sir? Sabi nga ni General Rey sa akin, ang masakit sa kanya hindi iyong tinalo siya ni Mayor (Carlito) Zaplan sa pagiging mayor ng Sta. Barbara (Pangasinan) but noong hindi niya nakuha ang pagiging Chief PNP.
GOVERNOR: Nandito pa iyong mga recibo ng binayad ni Rey (deputy chief PNP then) sa mga newspapers at media para sira-an ako. Pero mabait ang Dios, na heart attack si De Villa. Si (General) Ermita ang pumalit na Executive Secretary, boss ko dati, kaya ako ang naging Chief PNP!
(Ebdane,after becoming chief of the powerful police force , became Defense Secretary (where I asked him in our meeting in Zambales on the Israel U.S made Bell Cobra attack helicopters the Philippines would be buying), and the very lucrative Secretary of the Department of Public Works & Highway.

Warrant of arrest looms to the many former and present Binmaley, Pangasinan’s Councillors dahil sila ay nakasuhan ng criminal case na Usurpation of Authority or Official Function.
Dahil sa kagustuhan nilang ma –railroad ang P50 million loans sa Land Bank of the Philippines (LBP), na uutangin ng dating Mayor Lorenzo Cerezo, they elected a Presiding Officer after Vice Mayor Pete Merrera adjourned the session in connection with Councillors Jovito Castro and Edgar Mamenta motion to postpone the deliberation of the loan since it lacked some documents to back it.
Ano ba ang meron sa loans at atat-atat itong mga konsehal na ito to the extent na pag huhulihin na sila ng police o National Bureau of Investigation after their motion for reconsideration to dismiss the criminal case was rejected recently by the Ombudsman?

Isang mayor ng First Class Town told me how he dealt with the opposition controlled Sangguniang Bayan when he planned to borrow tens of millions of pesos of loans sa government bank for an ambitious project. In an informal meeting with the members of the legislative body inside a strip- tease bar he told them that each of them will have an average of half-a-million pesos after they approved the loan in the next session of the August Chamber. EDITORIAL: Tuloy ang laban ng mga magulang sa Bayambang


Patuloy ang pakikipaglaban ng mga magulang at ibang mga guro ng mag-aaral ng Bayambang Central School para bumalik sa dating kinalalagyan ng kanilang paaralan.

Matatandaan na ang mga mag-aaral at mga guro ay pansamantala o temporaryo lang na inilipat sa Bical Norte (hindi Magsaysay) noong November 2012, pagkatapos na nagbigay ng order o utos si Mayor Ricardo Camacho sa pamunuan ng Department of Education o DepEd-Pangasinan I. Ang kautusan ay inapela ng DepEd sa Court of Appeals, na kinatigan naman ang utos ni Mayor Camacho.

Ang kinatigan ng Court of Appeals ay ang temporaryo na paglipat na ibig sabihin ay hindi permanente sa Bical Norte ang paaralan.

Matatandaan din na inireklamo ng Parents Teachers Association (PTA) si Mayor Camacho sa Office of the Ombudsman paglipat dahil sa hindi maayos ang pakikipagpalitan ng lumang lokasyon sa bagong pinaglipatan na pag-aari diumano ng nagngangalang Willy Chua.

Sinabi nilang ilegal yong pakikipagpalitan ng lupain ng dating lokasyon nito sa bagong lokasyon sa Bical Norte. Ang dating lokasyon sa Poblacion ay may lawak na 3.1 ektarya at tinatayang nagkakahalaga ng P620 million. Ang bagong lokasyon naman na pinaglipatan ng paaralan ay may lawak na dalawang ektarya lamang at nagkakahalaga ng P9 milyon hanggang P10 milyon, ayon sa zonal valuation ng Bureau of Internal Revenue (BIR).

Bakit nila gustong ipalit ang lumang lokasyon ng paaralan sa bagong lokasyon nito? Mayroon bang malaking dahilan o napakalaking dahilan na ganoon na lamang ang paghahangad nila ng agarang paglipat? (more…)

MAGANES: Peoples’ victories

Last week, there were three events that marked the victories of people in their quest to fight for their rights.

One is in Sison where the “cease and desist” order issued by the provincial government for the repair of a portion of provincial road was lifted in principle subject to some conditions.
Second was the election of new set of officers of Parents, Teachers Association of Bayambang Central School and third, the order of the Mines Geosciences Bureau of the Department of Environment and Natural Resources (DENR), Region I upholding its previous order to confiscate the illegally mined “black sand or magnetite” in Lingayen town.
In Sison, a portion of the provincial road was started to be repaired in order to be in equal elevation with that of the newly constructed satellite market. The ground work was started last May 12 after the municipal government under Mayor Mina Pangasinan wrote a letter last May 8 to Governor Amado T. Espino Jr./Provincial Engineer’s Office informing them of the plan.
Instead of acting of their request, Governor Espino through the Provincial Legal Officer Geraldine Baniqued issued a “cease and desist” order prompting the municipal government to stop the operations of the project.

Mayor Pangasinan said it had been the practice in the past to repair the provincial road portion in their town but no permit had been sought from the provincial government. She said that they will comply whatever requirements the provincial government will impose so the project won’t be delayed, especially that rainy season is in the offing. (more…)

Snail mail causes spat between Army and Binmaley LGU

BINMALEY – Because of the late arrival of the mail from the Provincial Environment and Natural Resources Office (PENRO), the problem between the Army and the local government turned ugly.
Mayor Simplicio Rosario blamed the late arrival of the letter from Leduina Co, the provincial environment and natural resources officer of Pangasinan, warning him of penalties under Republic Acts 7160 (Local Government Code) and 9003 (Solid Waste and Ecological Management Act) if he would not close the dumpsite in Barangay San Isidro Norte.

Binmaley Mayor Simplicio Rosario, flanked by two of his village chiefs, told media men how the snail paced letter-order from the Provincial Environment and Natural Resources Office, telling him to cease and desist from dumping the town’s garbage at the military reservation in Barangay San Isidro, caused the seizing of the dump truck by Army’s 78th Infantry Battalion. He said Battalion Commander Lt. Col. Edgardo Batinga refused to pay him a courtesy call as customarily practiced by his predecessors. Moreover, Councillor Dindo Merrera warned that the second failure of Batinga to attend the next session of the Sangguniang Bayan will prompt him and his colleagues to file an administrative case against him at the Ombudsman and their citing of him as Persona Non Grata. The late receipt of the letter caused the seizing of this town’s dump truck by the personnel of the Army’s 78th Infantry Battalion when it was attempting to unload the garbage it carried at the village here.
“I received on June 19 the letter of PENRO that was dated May 20, the letter was in relation to the Army’s complaint aired at the KBP (Kapisanan ng Broadcaster ng Pilipinas) forum,” he said. (more…)

Officials, residents happy over lifting of CDO


REPAIR OF PROVINCIAL ROAD IN SISON

SISON- The municipal officials headed by Mayor Mina Pangasinan and residents of this town particularly of Poblacion Centro, are happy that the cease and desist order issued by the provincial government for the repair of a portion of provincial road was lifted in principle.
Provincial Legal Officer Geraldine Baniqued announced the lifting of the CDO during a public hearing conducted here last July 1.
Mayor Pangasinan said the project was started in good faith to beat the onset of the rainy season. She said she wrote a letter to Governor Amado T. Espino Jr. last May 8 informing him about the project and asking for authority to start the it.
“We don’t have the intention to bypass the authority of the provincial government as it has been a practice already that when we repair and maintain the provincial road, no provincial permit has been sought from the provincial government. In fact, I have not yet seen any copy of a provincial permit,” Mayor Pangasinan said. (more…)

Mayor Bona to show town awards in SOMA

MANGALDAN – Mayor Bona Fe de Vera-Parayno underscored on her second State of the Municipality Address (SOMA) last Friday the Seal of Good Local Governance (SGLG) and Good Financial Housekeeping award and other awards this burgeoning town received from the national government.mayor bona Soma 1

The brochure given to invitees read, “At the start of her administration, she has advocated for integrity, transparency, and accountability as a call in her administration. A report to our own stakeholders will be an important step in achieving such undertaking. The SOMA will highlight the local chief executive’s accomplished projects in the Municipality of Mangaldan. They will feature Mayor Bona’s SWEETHEART (program) which focused on inclusive growth for all sectors.”
The SOMA was held at five pm at the town’s public auditorium. (more…)

Alcantara regains PTA prexy post

BAYAMBANG – The fight of the Parents Teachers Association of the Bayambang Central Elementary School to return to its old campus continues with the re-election of the incumbent president who was fiercely opposed the transfer of the 100-year old to a new campus.
Filipinas Alcantara, who led the opposition to the transfer of BCS to a new campus in another barangay, topped the election and bested former and present local officials who wanted to wrest the presidency from her.
Alcantara, eight other parents and one teacher who are all opposed to staying in the new campus, won ten seats of the 15 board PTA, while four teachers who wanted to remain in the new campus, also won.
The PTA election on Tuesday was tension-filled as what was at stake was the reportedly the safety of the students and whether the swapping of the 3.1 hectare old campus to a 2 hectare property in barangay Bical, was legal.
Those who fought Alcantara were former Vice Mayor Alex Medrano, Councilor Raymond Camacho, Barangay Magsaysay Angelino Junio and former police official Rebecca Diaz.
None of the four however, were elected to the board.
” Ito ay nagpapatunay na sumusuporta pa rin ang mga magulang sa akin lalung lalo na sa pakikipaglaban ko na maibalik ang paaralan sa dati nitong lokasyon sa Poblacion,” Alcantara said.
( This has proven that the parents are still supporting me particularly on my fight that the school has to return to the old site in Poblacion.)
Alcantara, a housewife, was the leader of parents who fought against the transfer of the pupils and teachers to the new site of the school in Bical Norte that is owned by a certain businessman Willy Chua.
Alcanta said the PTA would continue to fight for the return to the old campus in barangay Poblacion where the buildings were repaired with financial contributions from local businessmen while the community residents contributed free labor.
The old school is ready to take back students, she said.
The school buildings were destroyed after the school operations were transfered to the new campus on November 2012, after a local ordered the Department of Education to transfer. The Court of Appeals sustained the order.
But Alcantara said the PTA will appeal the decision. She said the PTA would ask a lawyer if the group can intervene in the case.
Recall that Camacho issued an Executive Order in 2013 directing the teachers and pupils to occupy the new site in Bical Norte, which was defied by the authorities of Department of Education (DepEd) Pangasinan I.
However, Camacho’s order was upheld by a Regional Trial Court in San Carlos City which prompted them to transfer in haste.
DepEd appealed the case to the Court of Appeals (CA) but the CA upheld the temporary transfer.
The old site of the school containing an area of more or less 3.2 hectares was supposed to be swapped with the property of Chua in Bical Norte containing an area of 1.5 hectares. (more…)

CORTEZ: Ikulong ang smuggler ng pekeng bigas

Arestuhin. Ito ang panawagan ng Samahang Industriya sa Agrikultura (SINAG) laban sa mga smugglers ng pekeng bigas.

Wala pang nakukulong na smuggler ng pekeng bigas.

Ang pekeng bigas ay pinaghalong patatas, kamote at industrial synthetic resins or plastic. As in plastic!

Ayon sa food experts ang pagkain ng 3 bowl ng pastic na bigas ay para ka na din kumain ng ng isang large na sando bag. Ngek!

Ang pekeng biagas ay mula sa Tsina. At sure na sure ang SINAG na smuggled ang pekeng biags,

Walang import permit na ibinigay kahit kanino para mag-import ng bigas mula sa Tsina.

Ang may import permit lang po ay iyong mula sa Thailand at Vietnam.

Sana daw po ay huwag makuntento ang gobyerno na isubasta lang ang compiskadong bigas. Dahil hindi nakukulong ang smuggler ng pekeng bigas, patuloy sila sa kanilang masamang Gawain.

Dapat po ay makulong ang smuggler ng pekeng bigas.

Smugglers of the so-called fake rice must be immediately arrested and prosecuted, the said Wednesday.

Isa sa pinupunto ng SINAG ay ang port of Davao. Opo sa sa Davao
City dumaan ang smuggled na bigas.

Ayon sa SINAG, dahil malaya pa rin si Davidson Bangayan, a.k.a. David Tan, ay nagbalik na sa kanyang operations. Sa Davao.

Eto po naman ang tanong ng SINAG,“Perhaps we have to ask Davao Mayor Rodrigo Duterte why it seems smugglers are not deterred by his pronouncements against them. In fact, they are now more daring by bringing in fake rice.”

Hindi lang bigas ang smuggled na dumadaan sa port of Davao, pati karne ng baboy at onions.

Tinatamaan na ang health ng taong kumakain ng pekeng bigas, tinatamaan pa rin ang dapat na kita ng gobyerno kung sully declared ang importation ng bigas.
