URDANETA CITY -Employees in this city have all the reasons to be happy because all business employers in the city are required to secure a clearance from the Home Development Mutual Fund (HDMF) or Pag-ibig Fund before a Mayor’s permit be granted to them.
This was one of the provisions of the Memorandum of Agreement (MOA) signed by the city government represented by City Mayor Amadeo Gregorio “Bobom ” E. Perez IV and HDMF represented by Lilia M.Anguluan, Area head for Regions I, II and Cordillera Administrative Region (CAR).

Pamittan and department heads of city government.
In a short program before the signing of MOA, Pamittan explained the contents of the MOA, an instrument for the mandatory collections of employees’ Pag-ibig Fund contributions from business employers.
Anguluan said that contrary to claims that Pag-ibig Fund is a burden both for employees and employers, it is a way to save for the future.
” Through RA No. 9679, Pag-ibig Fund membership has became universal. It includes the transport sector, barangay officials, market vendors and all individuals earning at least P1,000 monthly, ” Anguluan said
She said RA 9679 or the Home Development Mutual Fund Law of 2009 aims to improve the quality of life of the Filipino workers by providing them with sufficient shelter and integrated nationwide provident savings system.
Section 6 and 7 of the law provides that Fund coverage shall be mandatory for all employees covered by the Social Security System and the Government Service Insurance System and their respective employers, notwithstanding any waiver of coverage previously issued.
Anguluan also lauded the Sangguniang Panlungsod headed by Vice Mayor Del Prado for passing an ordinance that supports the objectives of Pag-ibig Fund.
City Ordinance No. 6, series of 2013, which was passed on October 7 ,entitled ‘An Ordinance requiring all business employers applying for or renewing their business licenses or Mayor’s permit to secure a certificate of employer registration clearance from the Pag-IBIG Fund as a pre-requisite to the issuance of the same.”
Mayor Perez thanked the HDMF for bringing the program in the city, which he said was a big help to the city folks.
“I always support programs and projects that could alleviate the lives of our people in the city. The HDMF is a vehicle to prepare our city mates for their future. I hope that Supertyphoon Yolanda has given us lessons, ” Mayor Perez said even as he praised the Sangguniang Panlungsod for the speedy enactment of the ordinance.
Perez also assured HDMF that its representative will be provided a space in the City Hall’s “One Stop Shop ” to be established in January to February next year,
