Dagupan expenses decrease under Fernandez

DAGUPAN CITY – City Budget Officer Luz F. De Guzman reported a remarkable decrease in the city’s expenses from June to August this year in its overtime, gasoline, and telephone, but the city is bound to suffer more than P55 million deficit.
De Guzman said out of the P613 million appropriated budget of the city for 2013, only P190,866,768.64 is left for the present administration to use to cover the city’s obligations until December.
Out of the more than P190 million, P172,452,076.36 is earmarked for personal services, five percent calamity fund balance for the City Disaster Risk Reduction Management Fund, 20 percent Development Fund balance, debt servicing, gasoline expenses, senior citizens, aid to national government agencies, social services, utilities, water, and capital outlay.
This leave the city with only P18,414,692.28 as the amount available to be reverted.
However, the city needs P74.240 million to cover its electricity expense from July to December of P24 million, to pay for the salaries of job orders, consultants, and emergency workers for September to December including the cost of a P35 million shortfall in the City Treasurer’s collections.
“With only more than P18 million left, we are likely to suffer a shortfall of P55,825,307.72,” said De Guzman.
On overtime expenditures, De Guzman noted that in 2010 the total amount paid by the city for overtime claims was P10,440,707 million; in 2011 the city paid P8,947,278.92; in 2012 the city’s expense reached P9,054,491.73; and in 2013 from January to August, the city paid P9,983,301.89.
De Guzman clarified, however, that in June the amount paid by the city under overtime was P54,393.63; in July – P47,646.82; and in August – P12,915.67.
Last January, the city paid an amount of P1,352,420.95 for employees overtime while in February – P1,635,900.90; March – P1,355,705.78; April – P1,335,467.63.
In the month of May, though, when Fernandez sat as the acting city mayor, the overtime expense of the city was trimmed down to P601,851.15 after she started instituting cost cutting measures.
At present, the city still has to settle P1.8 million as unpaid overtime for the city engineering office and the waste management division which were incurred in the last Bangus Festival. (CIO)
