After distributing 2,000 packs of relief goods to each of the evacuation centers in the towns of Mangatarem, Aguilar, Bugallon, Lingayen, Binmaley, Calasiao, Sta. Barbara and the city of Dagupan, Binay also gave his piece on the controversial Priority Development Assistance Fund (PDAF) in a press conference held in Binmaley town.
The Vice–President said he thinks the people are not angry about PDAF but at the graft and corruption involved in the now controversial fund. (more…)

MAGANES: Sangguniang Kabataan, to be abolished or not?


virThe framers of the 1987 Philippine Constitution were one in declaring the importance of youth in nation building. Under the “ state policies” particularly Section 13, it states: “The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civic affairs.” It is under this context that youth participation in all levels of governance was pursued, thus the Sangguniang Kabataan was created at the local levels, and the National Youth Council (NYC) at the national level.
The Sangguniang Kabataan (SK) (Youth Council) was created under Republic Act No. 7160 or the Local Government Code of 1991. Each barangay (village) in the country is mandated by law to have its Katipunan ng Kabataan, aging from 15 to 17 years old who resides in their respective barangays for at least six months and registered in the Sangguniang Kabataan, or in the official list in the custody of the barangay secretary. The Katipunan ng Kabataan members elect their officers known as Sangguniang Kabataan (SK). It is the youth legislature in every local village or community. They initiate policies, programs and projects for the development of youth in their respective political territories. The Chairman/President of the Sangguniang Kabataan acts as the Chief Executive of the Sanggunian (Council) while the Kagawad (Councilor) as the legislative council. The Kagawads approve resolutions of the Sanggunian and appropriates the money allotted to the council, a share in the revenue of the Barangay. (more…)

EDITORIAL : Pork barrel system


Former French President and Prime Minister, the late Jean-Raymond Pompidou, once said “while a statesman places himself at the service of the nation, a politician places the nation at his own personal service.”

In the light of the pork barrel revelations, was Pompiduo correct?

There is great difference between a politician and a statesman.

Former Senator Panfilo Lacson, in a privilege speech, said the name pork barrel traces its origin to the pre-civil war days in the United States when, in periodic fits of generosity, the white masters would give their black slaves salted pork in barrels.

PCL Chair calls for strong laws

DAGUPAN CITY – Philippine Councilors League national chairman Alan D. Zulueta of Tagum City said the work of councillors does not end in legislation alone and that there wa a need for the creation of strong legislative measures.

“Our work does not end on legislation alone; we need to educate our councilors in order to create strong legislative measures,” Zulueta said

Zulueta said the creation of strong legislative measures by improving the competency level of PCL members through the institutionalization of the PCL Legislative Academy. (more…)

Labuyo and Maring damage irrigation

URDANETA CITY- The Pangasinan Irrigation Management Office of the National Irrigation Administration bared damages to irrigation facilities in the province caused by typhoons Labuyo and Maring.

NIA Provincial Irrigation Manager Renato Millan said typhoons Labuyo and Maring affected a total of 3,098 hectares of NIA serviced areas. (more…)

MARTSA LABAN SA PORK BARREL. Bok Nani Braganza, kumusta ka na? Daming bagyo at baha ano? Busy pala kayo sa disaster at relief operations.

Ang martsa sa Luneta para tutulan ang pork barrel ay magiging failure tulad ng Occupy Wall Street. Mabuti na lang scrapped na ni President.

Ang martsa ay hindi makahikayat ng one million marchers…kaya ang mangyayari ay magkakaroon na lang ng panata na maging mapagmatiyag.

Naisip niyo ba na kung ang isang milyon katao ay may dalang isang bote ng mineral water na magkakaroon ng isang milyon bote ng mineral water na nakakalat sa Luneta? Hahaha. Kikita naman ang mga nangangalakal doon. (more…)

ORTIGOZA: Is Cayetano’s version of ‘pork’ corruption – free?

Assistant Superintendent Sheila Mari Primicias of the Department of Education in Pangasinan-1 lamented how superintendents in the provincial or city division have been dragged by unscrupulous principals who are accused of selling teacher items.
Recently, party-list congressman Antonio Tinio of Alliance of Concerned Teachers told a national paper that there would be a congressional investigation after a teacher in Pangasinan reported a principal who sold teaching positions. (more…)

Jobs fair in Dagupan City on September 2

DAGUPAN CITY– More job openings are pouring in, this time at the jobs fair on September 2 at the St. John the Evangelist Cathedral compound here where local and overseas career opportunities are up for grabs.

Put together jointly by the Archdiocese of Lingayen-Dagupan, Department of Labor and Employment (DOLE)-Regional Office 1, DOLE-Dagupan Field Office and the Provincial Employment Services Office, the jobs fair will gather 50 companies under one roof to process employment requirements.

Lingayen-Dagupan Archbishop Socrates Villegas said the archdiocese initiated the event as part of the Caritas “I Care” program, which aims to manifest Caritas Lingayen-Dagupan’s love and concern for the unemployed sector.

ATI’s Farmers Contact Center ready to serve clients

DAGUPAN CITY, Aug 29 (PIA) – The Agricultural Training Institute (ATI) announced that its Farmer’s Contact Center is ready to serve farmers, fisherfolks and the public in general.
Rogelio Evangelista, ATI center director for Region I, said the Farmers Contact Center is the alternative delivery channel for farm and business advisory services and serves as a help desk that caters to queries on farming and fishing technologies, including programs and services of the Department of Agriculture.
It also aims to maximize the use of information and technology to attain a modernized agricultural and fisheries sector, he added.
Evangelista said the FCC is like a call center that provides call, short message services (text), emails and other online commmunication. It focuses on creating an electronic and interactive bridge where farmers, fishers and other stakeholders talk and transact to enhance productivity, profitability and global competitiveness. (more…)
