Massive flooding hits Dagupan, 18 b’gays under state of calamity


DAGUPAN CITY—More than half of the total 31 communities in this city have been declared under state of calamity due to severe flooding caused by continuous rains over the week.
The heavy rains brought by the southwest monsoon, or habagat, caused severe flooding in the city that prompted the sangguniang panlungsod to declare barangays Lasip Chico, Lasip Grande, Pogo Grande, Pogo Chico, Malued, Bacayao Sur, Bacayao Norte, Tapuac, Pantal, Lucao, Calmay, Barangay 1, Barangay 2 and 3, Herrero-Perez East, Mayombo, Bonuan Gueset and Bonuan Boquig under state of calamity.
Floodwaters have inundated the city’s central business district by almost one foot or more, which is even deeper in low-lying communities. (more…)

SP to tackle relocation of creeks

DAGUPAN CITY – The SangguniangPanlungsod, through Resolution No. 6857-2013, has requested Mayor Belen T. Fernandez to direct the city engineer’s office to relocate the creeks and all available waterways based on the 1926 cadastral map.
According to Councilor Jose Netu M. Tamayo, author of the resolution, the move is in response to reports that most of the city’s waterways are now obstructed with man-made structures that impede the free flow of water towards the sea which in turn contributes to flooding in the city especially during high tide and heavy rains.
Tamayo’s proposed edict states that “there is a necessity to explore the causes of flooding in Dagupan City particularly in low-lying areas in order to prevent the inconvenience as well as damages brought about by the problem.” (more…)

EDITORIAL : PD persona non grata given awards

Acting Pangasinan Provincial Police Director Marlou Chan, representing the entire provincial police, received awards given by the Philippine National Police (PNP) during the observance of the 112th Police Service Anniversary Celebration.

How does it feel to receive awards for a police official officially disliked by local elected officials of Pangasinan?

How does it feel for the local government officials to hear that the police official they dislike was given awards?

Effective December 26, 2012 Police Senior Superintendent Marlou Chan was appointed OIC Provincial Police Director of Pangasinan.

A manifesto seeking the ouster of Chan was signed by local chief executives.

The province of Pangasinan represented by re-elected Gov. Amado Espino Jr. has filed a motion for a temporary restraining order (TRO) at the Regional Trial Court (RTC) against the appointment of Chan as Provincial Director of the Police Provincial Office (PPO).

Under civil case number 19720, Espino asked that the TRO and preliminary injunction be eventually made permanent, saying Chan’s appointment should be declared unlawful and that he should be ousted from the position. (more…)

Rosales to build community hospital

ROSALES-A government owned community hospital will soon be constructed in the heart of this town as a response to the growing need of the people for access to medical and hospital care.
Councilor Romy Sim, health committee chairman, said the Department of Health has approved the application of the local government unit to construct and operate a primary hospital.

Sim said the high cost of hospitalization had been a great burden to families and the creation of a public community hospital is a solution. (more…)

SP to NIA-AARIIP: Submit report on irrigation status

LINGAYEN — The Sangguniang Panlalawigan told project manager Reynaldo Mencias of the National Irrigation Administration – Agno River Integrated Irrigation Project (NIA-ARIIP), to submit the programs and projects of the agency to the SP.
The move was necessary to determine the status of the irrigation component projects in the province and P3.8 billion re-regulating pond of the San Roque dam in San Manuel.
The NIA-ARIIP opened on July 23 the west bank gate of a 68-hectare irrigation water reservoir below the San Roque hydro-electric dam and started releasing irrigation waters to more than 12,000 hectares of rice lands in central Pangasinan. The reservoir at the mouth of the Agno River was designed to hold 5.5 million cubic meters. (more…)
