DPWH proposes upgrading of Dagupan’s AB Fernandez Street

Department of Public Works and Highways (DPWH) District Engineer Rodolfo Dion presented the agency’s proposal to Mayor Benjamin S. Lim on the upgrading of national roads which includes one of the major thoroughfares of the city in a meeting at the city mayor’s office on January 16.
Dion, City Engineer Virginia Rosario and other City Engineering Office staff met with the mayor to discuss the possible raising of the entire stretch of A.B. Fernandez Avenue (ABFA) except both approaches of the Quintos Bridge.
“The ABFA– which measures 800 linear meters– will be elevated by 40 centimeters hopefully either on the last week of February or first week of March,” Dion said adding, “As we all know, this road easily becomes flooded during high tide. That is why, we have no other recourse but to upgrade it.”
In a separate interview, Mayor Lim said he agreed with the observation of Engr. Dion stating, “Dagupan’s streets are obviously lower than sea level.”
It has been observed that despite no incidence of rain, ABFA still becomes flooded.
He cited reasons for including : first, global warming or rising sea level; second, subsidence due to too much extraction of water from the soil; third, liquefaction which is an after effect of the 1990 earthquake; fourth, obstruction of water flow due to dikes and roads that impede water flow back to the rivers; and fifth, due to siltation of rivers.
“The upgrading of our streets is really timely and necessary,” Lim said.
However, the mayor emphasized that before the project will be implemented, a consultation meeting will be conducted for those who will be affected.
“We need to confer the matter with them so that eventually they can raise the floor level of their building beyond the height level of the soon-to-be upgraded road,” Lim said.
Apart from this, the mayor also requested Engr. Dion and instructed the CEO staff to study and provide him a copy of the work schedule so that they can assess if they can still shorten the 100 days construction period as originally proposed by DPWH.
“Remember, there are many events and festivities that will be celebrated at the time the street is scheduled to be elevated: Valentine’s Day, Graduation period, J.S. Proms, Holy week, Bangus Festival, May festivities in different barangays,” Lim explained.
He also mentioned that the upgrading of the A.B. Fernandez Avenue is just the start. Soon, other roads will also be improved.
Apart from upgrading and reconstruction of ABFA, other scope of work included in the DPWH proposal are upgrading and reconstruction of sidewalks, construction of new roads, construction of drainage, provision of manhole cover and restoration of lamp posts. (CIO/AJV)

    Ang road-widening ay programa ng national government at hindi ng isang congressman

    Taliwas sa lumabas na press release mula sa tanggapan ni Congresswoman Gina De Venecia na diumano ay siya ang naging instrumento kung bakit nagkaroon ng pondo mula sa DWPH para maisaayos ang mga daan sa lungsod lalo na ang mga binabaha, ibinahagi ni Engr. Roberto Dion ng 2nd Pangasinan Engineering District sa kanyang radio interview na ang pondo ay bahagi ng plano ng pangulong Noynoy at ng Secretary ng DPWH na paluwangin ang mga daan sa bansa para sa dumaraming sasakyan sa daan at hindi dahil ito ay mula sa pork barrel ni Manay.

    Upang maisaayos ng maganda ang mga daan iminungkahi din noon ni Mayor Benjamin S. Lim na taasan na lamang ang level ng mga daan upang hindi malubog sa tubig ang mga ito. Muli ito ay taliwas sa sinasabi sa press release ni De Venecia na walang naiisip na paraan si Lim upang maayos ang pagbaha sa lungsod.

    Ang totoo mula ng makabalik si Benjie Lim bilang mayor ilang beses na siyang nakipagpulong sa mga kinatawan ng DPWH at ng city engineer’s office upang mabigyan ng solusyon ang pagbaha sa lungsod. Alam ito ni Engr. Dion at ni Engr. Rosario. Katunayan ang pagtatabon sa mga palaisdaan sa De Venecia Highway ang bumabara sa daloy ng tubig kung kaya’t lubog ang Tapuac, Malued at Lucao tuwing tag-ulan. May umiiral na ordinansa na ipinagbabawal ang pagtatabon dito nguni’t ito ay hindi nirerespeto ng mga may-ari ng lupa sa naturang lugar kung saan ang isa sa may-ari ng mga lupain diyan ay isang opisyal sa lungsod. Ang totoo kumikilos at naghahanap ng solusyon si BSL kasama sina Rosario at Dion upang maibsan ang pagbaha sa naturang lugar at yan ay pinaghahandaan na nila sa pamamagitan ng isang maliit na kanal na lalabas sa ilog ng Pantal. Kung sakaling magawa ito magkakaroon ng solusyon sa problema ng mga taga Tapuac, Lucao at Malued kontra sa baha.
