House to BOI: Suspend tax perks granted to Thai company

Lawmakers have required the Board of Investments (BoI) to suspend the grant of tax break incentives to the Thai agricultural giant, Charoen Pokphand (CP) Foods, following irregularities uncovered in its investments in the Philippines, which local agricultural groups said will adversely affect the livelihood of backyard farmers.

During a hearing on December 4, the House of Representatives Special Committees on Food Security and on Agriculture and Food chaired by Batangas (4th Dist.) Rep. Mark Llandro L. Mendoza and Butil Party-list Rep. Agapito H. Guanlao, respectively, subpoenaed the official documents submitted by CP to the Board of Investments (BoI) .

Calimlim mum on Lomibao as opponent

LINGAYEN – Vice Governor Ferdinand Calimlim refused to comment on who between former Vice Governor Oscar Lambino and former Police Director General Arturo Lomibao is the tougher opponent in the vice gubernatorial race.
Instead, he said he concentrates on barnstorming the towns, villages and boondocks of Pangasinan with the same propensity and aggressiveness when he ran against Lambino for the province’s number two post in the 2010 poll. (more…)

ORTIGOZA: Incompetence at the DOLE

Secretary Rosalinda Baldoz of the Department of Labor should be hitting with tongs and hammer the DOLE’s Region-1 and Pangasinan-Dagupan City offices because of inability of its personnel to give the P3000 counterpart in the wages of students who worked at the city hall for a month.
The DOLE is supposed to give P3,000 of the P7000 wages in the department’s Special Program for the Employment of Students last summer. (more…)

Power to tax is power to destroy-BIR

CALASIAO – “The Power to tax is power to destroy,” thus government should be prudent on implementing the amount of revenue it imposed on goods,” said Bureau of Internal Revenue Regional Director Arnel Guballa.
He said this philosophy should be a maxim of government policy makers who should not spike arbitrarily taxes because the government may, in the end, will be holding the proverbial empty bag.
He said prohibitive taxes will ruin the industries that produce the products that are being taxed.
“You are a manufacturer, your business would slow down because the cigarettes you sell would be too high for the majority of the consumers,” he stressed.
The “power to tax is power to destroy” quotation comes from the words of Daniel Webster and John Marshall in the United States Supreme Court case McCulloch versus Maryland.
Webster , in arguing the case, said unlimited power to tax involves, necessarily, a power to destroy. In his decision, Chief Justice Marshall said: That the power of taxing it [the bank] by the States may be exercised so as to destroy it, is too obvious to be denied , and that the power to tax involves the power to destroy [is] not to be denied (more…)
