SP declares Urbiztondo’s loan null and void

LINGAYEN – The Sangguniang Panlalawigan has declared null and void Ordinance No. 01-2012 of Urbiztondo town, which authorizes the town to borrow P52 million from the bank.

Provincial Resolution No. 1292-2012 was passed last July 16 during the SP’s 69th regular session.

The ordinance earlier drew flak among the SP members when they learned that Urbiztondo Mayor Ernesto Balolong has already issued checks as payments to suppliers out of the loan, approval of which has not been granted by the SP.

In earlier statements, Mayor Balolong said since the SP was put on estoppel since it did not act on the ordinance 30 days after it was submitted to them.

The SP contradicted Balolong’s statements that the ordinance should first pass reviews of a committee and the provincial legal office. After the review, it will then go to the SP plenary which is the start of the 30-day period.

After declaring the nullity of the ordinance, Board Member Alfonso Bince Jr. said Mayor Balolong is now facing an administrative case before the Sangguniang Panlalawigan.

“He will also face a criminal case before the Ombudsman , if and when an interested person will file a case,” Bince said.

The P52 million loan is supposed to fund the following projects: sports complex (P7.85 million), of stalls beside the sports complex (P2.5 million), 20 market stalls (P5 million), slaughterhouse, fish, meat and vegetable section (P5.05 million), two- story commercial building (P3.8 million), drainage canal (P6.8 million), three classrooms at Urbiztondo Central School (P2.4 million) and loan take out from Land Bank of the Philippines (P19 million).
