EDITORIAL: Rehab of McArthur Highway


People passing through Sison to Villasis have been complaining of longer travelling time because of the road rehabilitation along the 5th district towns.

The ongoing rehabilitation of the McArthur Highway along the towns of Villasis to Sison was a product of a resolution by former congressman Mark O. Cojuangco as early as 2002 which is being implemented only now.

The rehabilitation does not only cover the repair of the national highway but also cover the widening aspect.

There are protests against the widening but the 20-meter distance width of the national highway is a law that was first stated during the commonwealth time.

Private properties will have to give way to the widened highway.

Of course the private property owners will have to be compensated.

Even the aged trees lining the BInalonan stretch will have to give way to the widened highway.

The Department of Environment and Natural Resources must find a way of saving the trees.

Traffic along the McArthur Highway is bad especially during holidays.

The carrying capacity of the national highway must be stretched because the volume of vehicles passing through Villasis to Sison have multiplied.

Pangasinan 3rd District Engineering Office Director Emmanuel Diaz said that the 20 meters road right of way was first prescribed by a Commonwealth Act then reiterated by the Highway Act of 1954. It was also carried in the Highway Act of 1984. The 5-meters setback on both sides is a provision of the National Building Code or Presidential Decree 1096.

We are happy that Pangasinan 5th District Rep. KimiCojuangco lobbied for the funding and implementation of the rehabilitation of McArthur Highway.

Rep.KimiCojuangco is asking the inconvenienced public for patience and understanding because inconvenience is temporary and the public will have better roads when the rehabilitation is finished.

Better roads will mean faster movement of goods and services in Pangasinan

Better roads mean progress for Pangasinan.

Farmers welcome Millan as PIMO

Urdaneta City- Pangasinan Federation of Irrigators Assocition President OftocianoManalosaid the farmers welcome the appointment of Engr. Renato Millan as the new Provincial Irrigation Management Officer for Pangasinan as a result of the top level revamp at the National Irrigation Administration initiated by President Aquino.

Manalo said that he and the farmers welcome the appointment of Engr. Millan to manageand develop irrigation projects in Pangasinan.

He said that Millan is approachable and makes it a point that there is no barrier between NIA and the farmers.

“Matagalna naming kasamasa irrigation si Engr. Millan,” Manalo said. “Alamniyaangmgaproblemangmgamagsasaka at suportadosiyangmga irrigators associations saPangasinan.

Millan said that PIMO Pangasinan will provide its best efforts in the field of irrigation management and development to meet the government’s target in the implementation of the rice self-sufficiency and food self-sufficiency programs of the Aquino administration.

“Itutuloyponatinangpalakadni Engr. Helsy Bermudez at gagawinnatinanglahatparasaikauunladngPangasinan,”MIllan said. “Makiki-coordinate din tayosamga congressmen at congresswomen kung maglalaansilangpondoparasa irrigation development paramakatulongnamaabotnatinang rice self-sufficiency.”

Millan took over the post of Engr. Helsy Bermudez ho was promoted to manage the Magat River Integrated Irrigation System (NIA-MARIIS) in Isabela.

Engr. Gerry Oculto together with Pangasinan Federation of Irrigators Assocition President OftocianoManalo accompanied Bermudez to Isabela for the turnover ceremonies said that the NIA-MARIIS is the send largest irrigation system in the Philippines and the Magat Dam is under the management of NIA.

“Sapanahonng tag-ulan, kailangangmatulogsi Engr. Bermudez saMagta Dam para ma-monitor angpaglakingtubigsa Dam,” Oculto said. “Tamang monitoring angkailanganparasapag-release ngtubig.”

Oculto said that the accomplishment of the Pangasinan Irrigation Office is high compared to other provinces although there were delays during the rainy season and due to the late release of special allotment release order or SARO.

“Mataasnamnang accomplishment rate ngPangasinansa irrigation kumparasaibangprobinsiya,” Oculto said. “ Meron din delay dahilsa tag-ulan at sadelyedna dating ng SARO. Hindi naman kami pudengmagpa-bid kung wala pa iyong SARO.”

Oculto said that the entire NIA organization will have its hand full in 2012 because there is a big difference in their new workload.

He said that the NIA national budget for 2011 is P13 Billion compared to P30 billion for 2012 and NIA will do its best efforts in implementing the 2012 program to attain rice self sufficiency.

“Maninibagoangang NIA dahilngayon ay P13 Billion angbidget, pero next year 30 billion ang budget,” Oculto said. “Malakiangitinaasng budget at piplitin naming namaayosna ma-implement itopara ma-attain natinang Rice Self Sifficiency Program niPangulong Aquino…Para sa 2013, sufficient natayosabigas.”

Former Regional Irrigation Manager John Celeste has been moved to the Projects Inspectorate and Advisory Group (PIAG) reporting directly to NIA Administrator Antonio Nangel.

Celeste said that his new task covers regions 1, 2, 3 and CAR and will involve the inspection of irrigation projects in terms of quality, quantity, and social benefits.

Department of Agriculture Secretary Proceso Alcala has ordered a major revamp of all the National Irrigation Administration (NIA) regional directors to improve its performance.

NIA accomplished 25 percent of the targeted area of 30,958 hectares worth P14.88 billion but already incurred P9.32 billion in obligations.
