BIR RD wants simplified VAT system

CALASIAO-The regional director of the Bureau of Internal Revenue in Region 1 wants a simplified Value Added Tax against the present complicated VAT which he said has a lot of leakages.

Lawyer Arnel Guballa said based on experiences, VAT is hard to implement.

“Very complicated ang mechanics ng VAT. Ang VAT natin technically marami siyang rates . Mi 12%, 0%, exempt, iba-iba iyan. Generally, 12% (the VAT), pero meron ding zero,” he said.

He said the 6% and 7% are for government contracts.

But he clarified that his sentiment does not reflect that of the bureaucracy. He said that an individual who is quite familiar with the tax system needs an easy implementation of the tax law.

“You would rather go sa mas madali. Siempre, walang leakages hindi siya complicated.”

He asked the tax payers to support the administration of President Benigno Aquino III who promised in the last national poll that he would not impose new tax measures in his first year in office.

“Since the government has no new sources of revenues wala ng pagkukunan kung hindi tayo-tayo na lang ang magtutulungan”.

Meanwhile, Guballa agreed with the statements of some congressmen like Rep. Rufus Rodrigues (2nd District, Cagayan de Oro) that the Annual Information Return (AIR) is not provided in the tax law.

“What is not included in the tax code can not do that because the Constitution said all revenues should emanate from Congress.”

He said that principle is based on the basic principles of the law.

Guballa is known in his stint in Manila as a buster of tax cheaters.

He is the father of the bureau’s lethal weapon Run After Tax Evader (RATE).

At the aged of 45, he is not only the youngest regional director, but has been known to file the most tax evasion cases in the annals of history of the bureau.

“Five years ago sa RATE program, I was the one who introduced that when I was the chief of the National Investigation Division. The new commissioner came in so meron kaming reinvigorated (effort). Three na ang na-i-re-file ko sa CAMANAVA (Caloocan-Malabon-Valenzuela area ),”
