CITYHOOD OF 16 TOWNS: SC decision affects Urdaneta’s agri program

URDANETA CITY-The chairman of the Committee on Agriculture of this city said the Supreme Court decision recognizing the cityhood laws of the 16 municipalities is one reason for the non-implementation of proposed agriculture projects of the mayor.

Councilor Rio Esteves said that the Supreme Court ruling means that Urdaneta City will have to work with a budget that is P17 million less than what had been planned for 2011 by City Mayor Amadeo Gregorio ‘Bobom’ Perez IV.

“Paano maipapatupad ni Mayor Bobom Perez ang ibang projects na makakatulong sa mga magsasaka kung nabawasan ng P17 million ang budget ng Urdaneta,” Esteves said.

Esteves lauded news reports that the President has allotted P2 billion to support farmers with seeds, pesticides and farm machineries as a substitute for the earlier announced oil price subsidy.

“Hinihintay po natin ang implementing rules and regulations ng pronouncement na iyan,” Esteves said. “Dati po kasi ay may seed subsidy para sa palay ang Department of Agriculture pero tinangal na ito.”

He said that he want more involvement in the drawing up of city investment plan for agriculture for the next five years and part of which will be incorporated into next year’s budget.

“Ang iniisip ko ay iyong pagsasaayos ng isang 5-year investment plan para sa agriculture ng Urdaneta,” Esteves said. “Katulad ng irrigation, hindi naman maayos lahat ng irrigation sa loob lang ng isang taon. Kailangan long-term iyan.”

Esteves said that other area of concern like education and health also need their respective budgets that compete with agriculture in the whole spending plan of the city.

Kailangan din natin i-consider ang education at health na kailangan din ng kaukulang budget,” Esteves said.

He said that there is always the reality of cost constraints but the spending can be programmed and done in phases.

Esteves said that he will also request the Abono Party-list and the Department of Agriculture (DA) for more farmers’ training on the application of technology in palay production.

“Ang Abono at DA ay nagtulungan upang mag-train ng farmers sa Asingan sa wastong technology ng pagtatanim ng palay,” Esteves said. “Ang resulta…iyong dating umaani ng 70 cavans to 100 cavans ng palay per hectare ngayon umani ng 100cavans to 150 cavans per hectare.”

Aquino says no need to impose new taxes


MALACAÑANG-President Benigno S. Aquino III reiterated anew that his administration is not imposing new taxes but is focusing on how to improve the tax collections of the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BoC).

The Chief Executive made the statement during an ambush interview on Tuesday in Malacanang Palace after he led the ceremonial oath taking of the newly appointed and promoted public officials.

“At this present time, none of my economic managers are indicating that there is such a need,” the President told reporters.

The Chief Executive revealed that the priority of his administration is to improve the tax collection efficiency of the BIR and the BOC.

He also divulged that he tasked his economic managers to study and review the fiscal rationalization plan of the government and the tax incentives already given to multi-national companies in order to improve the tax collections.

EDITORIAL: Why is Arenas dragged into Jai alai issue?


There are now only 13 towns that have not been penetrated by the operations of Jai alai in Pangasinan.

Alaminos City, Anda, Bani, Mabini, Sison, Alcala, Sto. Tomas, Villasis, Binalonan, Pozorrubio, Bayambang, Umingan, and Asingan are Jai Alai free.

Jai alai is supposed to be a sport played by Spaniards.

Many of those who permitted the operation of Jai Aai in their areas may not even be aware of what Jai Alai is.

The mandatory teaching of Spanish has long been abolished in the education curriculum and the same manner that Jai alai as a sport in Manila has long lost its following after it was closed down in 1986.

The said operator of Jai alai in Pangasinan is the Meridien Vista Gaming Corporation supposedly being run by a Charlie “Atong” Ang.

The Games and Amusements Board has denied issuing any permit for the Meridien Vista Gaming Corporation.

The governor denies any involvement in the operation of Jai alai in Pangasinan since it was the mayors who issued the business permits.

The governor also says that it was 3rd District Rep. Rachel Arenas who invited Atong Ang to come to Pangasinan.

Arenas has denied inviting Ang and said she is against any form of illegal gambling.

The talks are ripe in Bayambang that a son of a high official of the province is eyeing the congressional seat in the 3rd District.

By continuously linking the name of Rep. Arenas to Atong Ang, the theory is that Arenas will lose her popularity the favored son will be able to have a good chance come 2013 for the congressional seat.

Looks like the congressional race in 2013 for the 3rd congressional district is going to be a big, explosive and expensive one.

And of course the long term goal is for the favored son to become governor of Pangasinan in 2016.

Mayor Ayoy Resuello ng San Carlos, congratulations sa mango pie niyo. Ang bibilis pala nmagassemble ng bamboo chairs at kubo ng mga kababayan mo.

Alam niyo po ba na mahilig si Mayor Ayoy sa boxing? Nakahiligan niya ito noong bata pa siya at ang ka-sparring niya ay ang tatay niya.

Hanggang ngayon panay pa rin ang pangangalaga ni Mayor Ayoy sa kanyang sarili at binibigyan niya ng panahon ito sa pamamagitan ng pagpunta sa gym.

Sina bi na ni Jinkee Pacquiao na “No sex talaga before a fight. Mga three weeks before his fight, hindi na puede, bawal na.”

“Kuwentuhan na lang or hug-hug na lang, ganyan.”

O…ha! Kumusta ka na pala former Board Member Chinky Perez? Are you happy with what you do at the city hall?

WALANG GALANG SA BANGKAY. Ang walang paalam na pagpasok ng Amerika sa Pakistan para patayin si Osama Bin Laden ay isang maliwanag na paglabag sa sovereignty ng isang bansa.

Ayon kay kasamang Mujiv Hataman, ang pagtapon kay Osama Bin Laden ng Amerika sa dagat ay hindi naayon sa burial practices ng Islam.

Ang pagpatay kay Osama bin Laden ay isang pakana para maiangat ang bumubulusok na popularidad ni Obama.

Kailangan ni Barack Obama ng isang gimik para masegurado ang kanyang reelection sa November 2011.

Kaya pala mukhang Pakistani (hehehe) ang DBM secretary natin ay maraming lugar sa Pakistan ang may ending na Abad…meron doon na Islamabad, Faisalabad, Hyderabad at siyempre ang Abbottabad kung saan piñata ng mag sundalong Amerikano and isang Osama Bin Laden.

Urdaneta City Councilor Adolf Basco, alam niyo po ba na ang Pakistan ay may population na 170 million habang ang Pilipinas ay 90 million at ang gross domestic product ng Pakistan ay $451.972 billion habang ang sa Pilipinas naman ay $189 billion lang.

Alam niyo ba na nagbigay ng $20 bilyon ang Amerika sa Pakistan para sa laban kontra sa terorismo pagkatapos ng 9/11 bombings sa Amerika? Maghkano ba ang bigay naman ng Amerika sa atin para sa laban kontra terorismo?

Sa totoo lang, pagkatapos ng 9/11 bombings ay nasa sidelines na lang si Osama at iba na ang nagpapatakbo ng Al Qaeda dahil siya ay matanda na at mahina na.

Mas maraming bata, malakas at matibay na umusbong sa loob ng organisasiyon nila na ngayon ay namumuno sa kanila.

MANONG DANNY UY, kumusta na po kayo? Ang pagbagsak ng rating ni PNoy sa ABC crowd ng 43% ay nakakabigla dahil ito ang grupong nagluklok sa kanya sa inidoro ng Malakanyang.

Patuloy ang panlilinlang ng kasalikuyang administrasyon na ang problema ng bansa ay korupsyon at maling pamamahala sa estado.

Ayon sa nakagawian ang mga taong “maka-tao, maka-Diyos at makabayan” lamang ang dapat umupo sa inidoro sa Malakanyang.

Si PNoy ay makatao, maka-Diyos at makabayan kaya siya nagyon ay president.

Mula nang maibento ang Republika ng Pilipinas, corruption sa pamahalaan ang laging sinisisi kaya mahirap ang mga Pilipino.

Kaya naman, tuwing eleksyon ay lumalabas ang isyu ng korupsyon bilang ugat dawn ng kahirapan.

Nakatali na tuloy ang isipan ng mga Pilipino na ang kanilang iluluklok sa inidoro ng Malakanyang ay iyong llumalaban sa korapsiyon.

Kailan ba natin matututunan na hindi korapsiyon ang ugat ng kahirapan?

Bok Celso ng Alaminos City, kumusta na ba ang Hundred Islands National Park?

Ang katotohanan po ay ito! Sa 100% na logging activities, 2 percent lang ang ‘illigal’ o walang permit. Iyong 98% ay mula sa legal na logging activities na may TLA o Timber lIcense Agreements. At sino po ba ang may ari ng logging firms na may TLA? Siyempre hindi na kayo dapat mabigla na may mga apelyidong Pimentel, Zubiri, Alvarez at Pichay ang mga pangalan na nakapaloob sa logging firms na may legal na TLA.

KAYA MO PA BA? Iyan ang isang magiging most common question na maririnig natin sa Pangasinan in the next few days.
