TPLEX CONSTRUCTION STOPPED.

EDITORIAL: War on ‘amelyar’ in Pangasinan

What has the provincial government done in terms of progress and development to warrant the very huge increases in different land classifications in Balungao?

It was the Provincial Assessor Nestor Quiambao, upon the initiative of the Sangguniang Bayan through Board Member Von Mark Mendoza, who initiated the revisions in market values for the entire province and approved by Governor Amado Espino Jr.

What was the basis of Assessor Nestor Quiambao in coming up with the figures? Was there very large increase in profitable commercial activity in the least progressive commercial area in Balungao?

How were you, the Board Members, convinced by Mr. Quiambao to increase the market value by a very hefty 867%?

Next, the class 4 or remote residential area in Balungao was slapped an increase of 200% in terms of market value. (We must bear in mind that residential areas are not for profit areas). This kind of property tax imposes undue burdens upon the family that is the core unit of society.

It is submitted that imposing real property tax on the family home violates the constitutional mandate that ensures the protection of the Filipino’s welfare and the imposition of another 200% increase makes it more unconstitutional.

As representatives of the people to the Provincial Board, did you know that you approved a 201% increase in class 4 of the irrigated lands in Balungao?

As representative of the people to the Provincial Board, did you know that you approved a 196% increase in class 4 of unirrigated lands in Balungao which you may never have been to?

Are you aware that you approved a 551% increase in agricultural land planted to bamboo in the same manner that you approved a 537% increase in pasture lands?

Is it because people from Balungao do not vote for Board members in other districts that you blindly approved the new and burdensome market values? As the Sangguniang Panlalawigan, you act not only for your district but for the benefit of the entire people of Pangasinan.
