EXPIRED NOODLES: Santillan suspended for 60 days

DAGUPAN CITY –City Social Welfare Officer Elsa Santillan is on
preventive suspension for 60 days effective September 9 to prevent her from influencing an on-going administrative case against her.

Santillan was charged for dishonesty, grave
misconduct and serious neglect in the performance of duty.
A preliminary hearing was conducted last Friday,for the markings and
presentation of evidences.
The investigating body headed by the City Administrator Vlad Mata
together with Atty. Roy Laforteza of the city legal office, Alan Dale
Zarate of the city assessor’s office and Administrative Officer V
Lorenza D. Daroy together with the counsel of Santillan unanimously
agreed that a full-blown hearing be done on September 28.
The investigation will determine the culpability or innocence of
Santillan on the alleged feeding of expired noodles by her office and
charging rent from the small eatery and sari-sari store inside the
premises of the CSWD office.
Santillan was given a memorandum by the office of the city mayor on
September 26 directing her to explain in writing and under oath within
72 hours why no administrative charges should be filed against her.
This, after three witnesses executed affidavits on the issue of
expired noodles and charging rent at the expense of the city
government.
Mata clarified that the suspension of Santillan is not a punishment
and the result of the investigation will guide the investigating
body’s recommendations to the office of the city mayor on Santillan’s
case.
