Gibo will catch up with Noynoy, says Guico

BINALONAN – The president of the 1,500-strong League of Municipalities of the Philippines (LMP) was optimistic that Lakas-Kampi CMD Party presidential bet Gilbert Teodoro will catch up with survey frontrunner and Liberal party’s presidential bet Benigno Aquino Jr.

Mayor Ramon Guico, Jr. said Teodoro has picked up in some poll surveys lately. The Lakas-Kampi CMD stalwart stressed that it would be a dilemma if his presidential bet started at the top of the survey and fall down eventually as the polls come nearer.

“Gibo (nickname of Teodoro) takes off from bottom to become a threat to his top rivals in the presidential race,” he stressed.

In the latest December 8-10, 2010 Pulse Asia Survey, Teodoro got 5 percent, an improvement of 3 percent in his October 2009 Pulse Asia Survey.

In the same December survey, his top three rivals Aquino, Manny Villar, and Joseph Estrada got 45 percent, 23 percent, and 19 percent, respectively.

Guico, a cousin of the President Gloria M. Arroyo, runs also as senator..

In case he wins, he said the first bill he will file in Congress is to increase the shares of the internal revenue allotments of the towns and cities in the country by 50 percent.

At present, the national government gives back yearly to the local government units 4o percent only of what its tax agencies collected and the proceeds of its national wealth.

“In case this bill becomes a law, it will be a big boost to buttress the delivery of basic services among the municipalities and cities,” he explained.

He added that what made him run for the senate was when he was endorsed by President Arroyo to the LMP for him to join the six senatorial tickets of Lakas-Kampi Party.

“Pinatawag ako ni Presidente. Endorsed niya ako sa mga mayors for them to endorse me to run for the senate. Iyon ang nag-udyok sa akin. Hindi ko alam na meron pala siyang endorsement (I was called by the president. She told me that she endorsed me to the mayors for me to run for the senate. That prompted me to run. I did not know she has an endorsement for me,” he explained.

He said he will win because all mayors in the country support his bid.
