Police assistance center opens in Sta. Barbara

STA. BARBARA- In his bid to provide a 24-hour police visibility and a center for emergency response in times of calamity, Mayor Reynaldo V. Velasco led the opening of the Community Police Assistance Center (Compact) and Police Emergency Response Center at Tebag East village here last December 22.

The opening of the centers was attended by Police Director General Jesus Ame Verzosa who was the guest of honor and speaker, Chief Supt. Ramon V. Gatan, regional director for Region I, Pangasinan’s Police Director Sr. Supt. Percival Barba, municipal officials and scores of community volunteers of the town.

In his message, Mayor Velasco said that the project was a concerted effort of the police authorities and the communities. He thanked the provincial government through Governor Amado T. Espino, Jr. for donating the 2,000 square meters lot owned by the provincial government for the site of the centers.

“With the centers now strategically located here, there will be fast responses from the police force particularly because the barangay officials are already equipped with hand-held radios and mobile phones courtesy of the Governor (Espino),” he said.

He said that the centers are the first in the province and the first to be constructed in the town. It will service a cluster of villages composed of Barangays Minien East, Minien West, Tebag East, Tebag West, Matic-matic and Banaoang.

Mayor Velasco lauded also the participation of the volunteer groups for their commitment in the peacekeeping efforts in the town. Some of the volunteer groups are the Guardians, Disaster Preparedness and Emergency Response Group (DPERG) and the Filipinos Media in Action (Fil-Media).

Under the administration of Mayor Velasco, a retired police general, this town has been cited by the Philippine National Police, both in the province and region, as one of the peaceful municipalities.

Verzosa in his message said that the centers manifest the importance of police and emergency response services. He cited a deplorable case of Tineg, Abra that the only structure there is the police headquarter being used also as a municipal hall.

“You are lucky to have a leader like Mayor Velasco. He does not only concern himself with many developmental projects here but is spearheading police and community partnership to sustain peace and order of the town,” he said.

Relative to the elections in May 2010, Verzosa said that all the citizenry are involved in ensuring peaceful and orderly elections. He further said that it is the responsibility of the people to pinpoint gun owners.

“There is such thing as citizen’s arrest. You can arrest a person if he is in the act of committing a crime. Police functions are not limited to police officers in your area but also the responsibility of the communities,” he said.

Verzosa also committed for the construction of another Compact Center in the town. He said that the location of the next center will be determined by the municipal mayor.

The newly opened centers will be operating 24-hour daily and manned by at least eight police personnel. The response center will also be equipped with fire truck and an ambulance
