Panelco elections push through

URDANETA CITY — The Cooperative Development Authority (CDA) has approved the elections of board of directors of the Pangasinan Electric Cooperative III (Panelco).

This was after the incumbent board members passed a resolution which requested the CDA for them to hold the elections.

Board Resolution No. 42-s-06-2009, dated June 30, 2009 said the cooperative has already completed requirements for permanent registration with the said agency and that it was now appropriate to hold district elections.

It will be recalled that the elections of the board of directors scheduled last June this year was held in abeyance pending the approval and issuance of the Implementing Rules and Regulations (IRR) of Republic Act 9520, otherwise known as The Philippine Cooperative Code of 2008.

The term of office of the present board was already extended, depriving members to elect whom they wanted to represent them.

In approving the resolution, lawyer Fulgencio A. Vigare, Jr., CDA Oversight Administrator for Electric Cooperatives wrote, “if you think that a district election is very necessary, and in order that there will be no deprivation of representation for the member-consumers-owners in the distict/s concerned, this office interposes no objection to said resolution.”

Earlier this year, there was a strong clamor from the member-consumers to hold elections of district board representatives but majority of the members of the board held it in abeyance until their resolution was passed.

The elections will be held in October to November this year. Each district will have its own schedule as elections are not necessarily simultaneous.

Board Member Norberto del Prado (Urdaneta City , Inamotan of Manaoag district) said that it was high time for the member-consumers to vote their representatives to the electric cooperative.

“The members of the Board are already overstaying for more than one year, and one district (Laoac, Mapandan) is not represented in the Board, “ he said.

The districts for the elections of members of the board of directors are: District I- Sto. Tomas, Villasis, Carmen; District II- Urdaneta City, Inamotan (Manaoag); District III- Laoac, Mapandan; District IV- Binalonan, Pozorrubio; District V-Asingan, San Manuel; District VI- Tayug, San Nicolas, Natividad; and District VII- Rosales, Sta. Maria and Balungao.
