BIR official grapples with collection amid economic crunch

CALASIAO – Amid the economic slowdown that spook businessmen to invest their money, and Republic Act 9504 known as exempting wage earners from paying income tax and increasing their exemptions, the new chief of the Revenue District Office-4 of the Bureau of Internal Revenue (BIR) based here is unfazed on achieving the gargantuan P 1.3 billion tax goal given by his superiors in Manila for his district to collect this year.

Mr. Joseph Catapia says he will be tapping other sources of revenues by intensifying the bureau’s Run Against Tax Evaders (RATE) and “Oplan-Kandado” where his men monitored Point Sales of Machines and Cash Register Machines of business establishments.

“We have the primordial objective of increasing tax compliance of our business tax payers so that there will be an increase of voluntary payment, increase (of taxes) as well as VAT (Value Added Tax), “he explains.

Catapia – who replaced Atty. Ernesto de Vota as the top tax honcho here – says the recent reshuffle of the tax brass was the decision of BIR Commissioner Sixto S. Esquivias IV – who knows best what can be done to increase tax collections.

Although he hope that there will be adjustment from the top management of the goal given to his district to reflect the realizable goal for this year, he was grateful with the local Chinese Chamber of Commerce led by Board Member Danny Uy, and the Philippine Institute of Certified Public Accountants who helped disseminate tax awareness – thru a tax caravan – among the taxpayers who lived on the areas of Central Pangasinan.
