San Carlos mayor lauds Abono

SAN CARLOS CITY- Mayor Julier C. Resuello expressed his thanks to the Abono Party-list chaired by Engr. Rosendo O. So for its assistance and support in the agricultural development of the city.

This he said during his State of the City Address (SOCA) held at the city’s gymnasium last April 1, 2009 before a jampacked crowd of farmers, teachers, barangay officials, municipal officials and political supporters.

“In the provincial government’s program Gulayan at Maisan sa Eskuwelahan (GAMES) through the Abono Party-list headed by Engr. Rosendo So, San Carlos City won the 2nd prize and the 3rd prize, the Tarece Elementary School (2nd prize) and the Salinap Elementary School (3rd prize).

This Gulayan at Maisan sa Eskuwelahan (GAMES) is a contest among Pangasinan elementary and secondary schools where school campuses are turned into backyard gardens for the planting of mais (corn) and various vegetables,” Mayor Resuello said.

Giving credits to his department heads, Resuello’s SOCA was anchored in seven development areas: revenue generation, infrastructure projects, agricultural development, health and social services, livelihood and cooperatives, peace and order, and recreation.

On revenue generation, he said that the city’s tax collection in 2008 reached 110% for property taxes, 137% for business taxes, 203.9% for fees and other related charges and 161.5% for economic enterprise taxes as compared in 2007. He cited the City Treasurer’s Office for obtaining a rating of 93.5% or a “very satisfactory performance” given by the Bureau of Local Government Finance (BLGF) of Region I.

He said that infrastructure programs in the city consisting of road construction, improvement of slaughterhouse, rehabilitation of the old market building and the improvement of the market recovery facilities were implemented with efficiency and quality.

The city’s agriculture programs have been accelerated through the assistance of the Department of Agriculture and the provincial government wherein hybrid and certified seeds, fertilizers, pesticides, fungicides and white corn seeds were provided to the farmers.

Mayor Resuello also lauded Rep. Rachel Arenas for the 700 mango grafted seedlings she released to the 74 barangay associations and the 400 bags of organic fertilizers and assorted vegetable seeds to 87 farmer-beneficiaries.

On health and social services, Mayor Resuello cited his administration’s gains on health care program particularly the health insurance of more than 3000 indigent individuals funded by the city, the provincial government and the Office of Rep. Rachel Arenas.

The livelihood and cooperative programs have also been given a boost in 2008. Resuello expressed his optimism in the rehabilitation of non-operational cooperatives in the city.

“Being engrained in the existing cooperatives and the forthcoming cooperatives is proper outlook that cooperatives must be sustained and constantly bolstered for more productivity and that a cooperative is not a milking cow,” he said.

On peace and order, he cited the efforts of the city police station for the reduction of crime incidence in the city which has a 2.6% average monthly rate. The crime solution efficiency stood at 86% which Mayor Resuello said “indeed there is more room for improvement.”
