What will happen now to the “Courses of Study”?
The latest imbroglio between Education Secretary Jesli Lapus and Governor Amado T. Espin, Jr. over the production of “courses of study” has been blown out of proportion.
Secretary Lapus has been decisive in his action to transfer to other school divisions the two superintendents- Lawyer Armando Aquino of Pangasinan II and Dr. Alma Ruby C. Torio, for the lack of protocol in coming up with the courses of study.
There have been resistance on the part of the provincial government and the teachers community on this action even to the extent of issuing manifesto of support for the two beleaguered division heads.
While the provincial government has only the good intention to upgrade the educational system in the province, the action of the superintendents for not asking the approval of their superior was tantamount to insubordination.
In the country’s educational system, the Department of Education has the authority to implement educational reforms. Provincial governments or local government units for that matter can only suggest areas of reforms but could not encroach on the mandate given to the said agency.
