BAGUIO CITY – Gov. Amado T. Espino Jr. on Monday lauded Pangasinan vice mayors for their roles in development undertakings, particularly in providing check and balance for legislative framework on local governance.

Speaking before the members of the Vice Mayors League of the Philippines, Region I Chapter during the seminar-workshop on Capacity Development Plan and Agenda Formulation held at the Supreme Hotel here last February 16, Espino urged the vice mayors to maintain their continuing relationship with their local chief executives and set aside personal differences in pushing their legislative agenda.

“You define the functions of your executives. The annual budget which is the most important legislative act from you defines development agenda and reveals understanding on the scope of work of the local governments,” he said.

In his message, Espino emphasized that local budgets strengthen the capability of the local government units in providing conducive working environment towards professionalism and integrity.

“Improve your knowledge and skills in local legislation. Produce legislative agenda that could make a difference in the lives of the poor people,” he told the vice mayors.

Espino informed his audience on what he had done in the province of Pangasinan particularly in providing the vital services such as peace and order, livelihood, health, infrastructures and water supply.

He said that provincial funds were used for essential priorities and not for the parochial interests of other local officials. He observed that with the limited resources of local governments, bulk of their funds go to the construction of plant boxes, archs, waiting sheds, lavish fiesta celebrations and even in paying dance instructors.

He said that these projects are not essentials and that funds should be prioritized to finance the most pressing needs of the people.

“I am a different commander of yours. I have a vision for Pangasinan as the best place to invest, live and raise a family. Allow me to complete first my duties and responsibilities in your provincial government, then ask us later on your parochial interests,” he said.

The three-day seminar-workshop was spearheaded by Sta. Barbara Vice Mayor Ruben M. Jose, Chair of the VMLP, Region I chapter and attended by the vice mayors of Pangasinan, La Union, Ilocos Sur and Ilocos Norte.
