SM is coming to Dagupan City

Has Dagupan City Vice Mayor Belen Fernandez given-up her stance that she and the majority members of the Sangguniang Panglungsod (lawmaking body) can gather and identify who among the 381 tricycle operators can be given a franchise?

Her stance and those of her allies at the SP, drew criticism from other quarters that accused them of usurpation of an executive function – a criminally punishable act.

After they passed the ordinance on franchise, Mayor Lim did not think twice to veto it.

In a tit-for-tat power-play-scenario that I told the Vice Mayor recently, she and the SP can override it with two-third votes, but warned her that Lim would expectedly run to the Regional Trial Court and file a Petition for Declaratory Relief with injunction.

It means the mayor will question the actuation of the vice mayor and the SP in court because of his belief that it is his work who and whom will be given a franchise.

“Ang mangyari po after three years there will still be no franchise kasi either of you will outdo each other in petitioning the Court of Appeals and the Supreme Court,” I told the vice mayor in the vernacular after I ran out of English inside the session hall.

My source at the city hall told me that last Tuesday the vice mayor met the mayor to patch up the franchise’s stalemate.

He said the vice mayor and her allies have no intention to override the veto.
Is it of the no-franchise scare for the 381 new and old (whose franchised ended after the end of Mayor Al Fernandez’s administration) applicants? Or there is a deeper reason that made the vice mayor blinks?
(NOte: Was my source wrong when he informed me about Belen’s no intention to veto? Just this morning, September 13, The S.P has overrode the mayor. But the mayor seems not interested to question that at the court. Was he and the vice mayor agreed for something on their Tuesday meeting?)

The ongoing construction of the 5.8 hectares two-level Robinson’s Mall in Calasiao, Pangasinan was the reason that prompted Hans Sy, , scion of the founder of SM Prime Holding, Inc., to meet Mayor Lim at his office in Dagupan City.

According to my source, he agreed in principle with the mayor that before he builds the family-owned super retail store SM at its more than 5-hectare land in Brgy. Tambac, his family should consider the geographical and political realities of the city.

These realities are the conversion of those agricultural (fishpond) lands to commercial that need the imprimatur of the councilors in a resolution.

One of the curious questions that cropped-up after the mayor’s announcement:
Would Lim opening the city to the Sys undermine his chain of Magic Malls not only in Dagupan but in the neighboring towns of Mangaldan, Malasiqui, and Lingayen?

My source told me that Benjie said that as a mayor he has a higher calling in serving the people and not just his business interest.

He explained the upsides if the city hosts SM: It would jack-up the valuation of the real property tax the city could collect; increase tourism; and other multiplier effects that would bode well for the city residents.

But would this SM thing rekindle the old rift between the mayor and the vice mayor who have just kissed and made up after former vetoed the tricycle franchise?

Vice Mayor Fernandez as we know is the owner of the much bigger chain of CSI malls that competes with Benjie’s Magic, all over the province..

Holly Molly tita Molly, would Belen and his majority of dads at the City Council block heaven and earth, hammer and thong, just to torpedo the conversion of the land at Tambac?

Or would the greater number of pro-Belen councilors abandon her and support Benjie in the number games to accommodate SM?

Remember, this is not between the devil and the big blue sea.

Susmariosep, this is between CSI and the Sys of SM who have much bigger, wider, and deeper pocket to change the perception and loyalty of everybody.

    The leaders of Dagupan city should realise now that if they do not act and accommodate SM dagupan, the city will be left out in terms of opportunities and development. Dagupan City will taken over by Calasiao if politics and personal interests among its leaders prevail. Calasiao will have Robinson’s, and it is obvious that their target market is Dagupan consumers. Dagupan City should see SM proposal to be in Dagupan as a once-in-a-lifetime opportunity and should willingly be considered. Wether we like it or not Dagupan consumers will go to Robinson’s Calasiao if there is no SM in Dagupan. Worst case scenario SM will go to Calasiao beside Robinsons, and if this happens, ten years down the track Dagupenos will all be sorry for turning down such opportunity Dagupan has now.

    pg nsunod un gusto ng mga business politicians if ever, alang manyayari s dagupan mpg iiwanan n sila ng mga kalapit bayan lalo ng calasiao pg d pumayag ang Snangguniang Panglunsod n aprubahan. Walang bayan o syudad sa “buong mundo” n ayaw s pg asenso lalo ang makararami ang pag-usapan. By next Calasiao Open n Robinson malamang pg ayaw ng dagupan ang SM tiyak s Calasiao n yan ipapatayo. paano kau tatawagin Business Center of the North.

    tama SM should be build in Dagupan so that many people wont go other place just to shop we can never tell calasiao is having their robinson’s done tapos ala pang SM sa dagupan?? duh panu na ang dagupan it doesnt look good if we always stick to CSI and Magic just because the leaders of dagupan owned it they should give people opportunity sa matagal na nilang nirerequest! SM SM SM DAGUPAN NA!!

    I’m for SM Dagupan. Nakakasawa ang CSI. I’m glad Mayor Lim is all for it. Those Fernandezes ran for public office for the purpose of building a business empire in the city. They’ve been doing what it takes to block other big businesses from entering it. Vice, you are the peoples’ public servant, you are there to serve us, do not deny what it is that we’ve always wanted: we want SM Dagupan!

    Calasiao have a good location for business..so SM why not to try in Calasiao..u shud pursue to buy the lot of Five Star Bus(a few block near Robinsons Site,).. cguradong mgandang competition ang mangyayasri between Robinson and SM.. and perhaps a lot of business will also follow.. Mayor Roy. please do an action with this. u have to attract SM to build their business in your town.

      Nice thinking about that mag-boboost ang Calasiao till it will proclaim it’s cityhood pero better pa rin ang Dagupan, sorry. The economy of Dagupan is stronger, so deserving pa rin ang city for SM. Di bale pag tinupad ang balik probinsya program, at napuno ang SM DAGUPAN ng maraming costumers. Mag iisip si Sy ng 3rd SM sa place nyo. THanks!!!

        Yeah I agree better pa ang Dagupan City than Calasiao.. but my question is better din ba ang mga nsa position jan sa lugar nyo kung papayagan ipatayo yan SM Mall?? eh Hanggang ngaun pa nga di pa npapatayo jan sa lugar nyo., so it’s better to build the SM in Calasiao pra mganda ang competition between sa Robinson..

    this is the trade off when we have government officials who have big business in the city… I say they are good but this is different if their businesses are theatened by bigger outsider inverstors….

    I really dont know what will be the fate of Dagupan with this leaders… Onli in Dagupan..

    Why not try lingayen! It’s time for the Pangasinan’s capital town to have big malls.. and this will boost it’s economy and will be a city sooner o later…

    It’s about time na magkaroon ng SM sa Lungsod ng Dagupan. Malaking bagay din ito para madagdagan ang mga turista sa dagupan at isa pa marami ng probinsya ang unti-unti nagkakaroon ng SM Mall. i-set aside ang politics, mahirap na kapag maunahan pa tayo ng iba ulit. MABUHAY ANG DAGUPAN CITY

    Dapat lang na magkaroon ng more shooping center sa dagupan like SM para madagdagan ang income ng ng DAGUPAN CITY at more jobs sa mga taong walang trabaho at umunlad ang DAGUPAN CITY.

    dapat lang magkaroon ng SM sa Dagupan..bigyan niyo naman ng mas magandang oportunidad ang mga job seekers, kasi nakakasawa na rin management ng malaking mall diyan! walang konsiderasyon ang baba pa ng pasahod! Ginugulangan niyo ang inyong mga employees, which is wala kayong naitutulong..pansariling kapakanan lang iniisip niyo. Public servant pa naman, tsk! tsk! tsk!
    Go for SM Dagupan..Mayor i will salute you if ever matupad ito. Thank you!

    Para sa akin mas maganda kung matutuloy ang SM CITY DAGUPAN na yan, eh sa lahat ng mga naglalakihang mall sa Pilipinas, napakalakas ng impluensya ng SM sa ating industry. Nako mayor Lim comment ko po sa inyo di bale na lang na humina ang business nyo, dahil syempre your people are finding more and better malls, aside from CSI, MAGIC,BHF,ETC. Hindi kayo magsisisi pag ang SM DAGUPAN, exist. Para sa mga kababayan natin yan, buti sa Marilao, Tarlac, Rosales, Baguio, Naga, Batangas, etc. may SM riyan, sa Davao nga 2 pa, eh sa Quezon City more or less 6 ang SM malls nila. Nakakahiya walang SM sa Dagupan, Financial Capital of the North pa naman rin. I believe lalakas ang economy at mas yayaman ang DAGUPAN with SM, bakit ko nasabi yon, yun mga nasa ibang bayan sa Pangasinan dadayo dyan. Dadami ang job oppurtunities sa lungsod kasi sa mga businesses. Kaya just accepted the fact that DAGUPAN is fortunate to have a proposal regarding with that SM mall. It took almost a decade after Henry Sy had proposed his plan for an SM mall in DAGUPAN, and until now you still cannot decide for the approval of that commercial building:-<???!!! Ewan, iisa lang ang ibig sabihin nyan, hindi nyo gustong matupad ang sanang magbabago ng lungsod. Wag po ninyo sanang isipin ang inyong sariling kapakanan, hindi uunlad ang bayan dyan. Malulugi pa ang business nyo. Hope you understand the fact, that the people are looking for more. Ang dami mong branches hindi ka mawawalan. Nababalitan ko na mukhang matutuloy ang pagtatayo ng mall, kung totoo yun maraming salamat, sa inyong cooperation. Pero kung on – hold pa rin ang case na yan sana magawa mo yan nang paraan. Tandaan for the people yan hindi, sa para sa inyong sariling kapakanan. Government official pa naman kayo. Nakakahiya po yon. They vote you for the progress of the city. That's all I could tell.     Yeah anu ba naman kau lalo ka na belen… kunwari ka pa. Lagi u sinasabi na sobra na ang shopping malls sa dagupan. Ayaw mo lang talagang umunlad ang dagupan… Makasarili ka…

    Okey kay Mayor B.S.Lim ang pgpasok ng SM sa Dagupan, walang problema sa kanya.. Ang tlagang KONTRABIDA sa pgpasok ng SM d2 sa Dagupan ay c VM Belen Fernandez at ung kanyang mga ASO dyan sa Sanguniang Panglunsod.. iratay Fernandez, Samson, Reyna, tan Coquia.. Hindi na dapat iboto sa 2013 election ang mga ito kc sagabal sila sa pg-unlad ng Dagupan.. Dapat TEAM BENJIE LIM ang iboto natin para mawala na ang mga KontraBidang Councilor at Vice Mayor ng Dagupan..

    Laganap na balita na itatayo na ang SM Dagupan…slamat naman at ayos na ang pagtayo ng SM dagupan…ano kaya ang nangyari at umayos ang mga nasa koonseho sa dagupan..iniwan na kaya nila ang maka SARILING VICE Mayor Belen hahaha…umpisa na ang karma ke Vice Belen…salamat ke Mayor BSL..panalo kayo sa sambayanan ng dagupan sa 2013 election…

    iniisip nya an lumaki at maging sikat an calasiao pang masa an puso nya…..dapt yan an mayor at vice m macanlalay mabuhay …. yak dagupan grabe an politika makasarili except c mayor lim magaling sya walan sobrang publicity sa mga ginagawa nya ….
